The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid Atlantic Health Care Network (VISN 6), Fayetteville, NC VA Coastal Healthcare System (FNCVACHCS) for the Behavioral Health Service Line (BHSL).
Duties
DUTIES INCLUDE BUT ARE NOT LIMITED TO:
Responsible for problem solving across multiple areas (e.g. retrieving records, reports, data, and regulations), contacting appropriate service line, facility or vendors involved as necessary. The incumbent is responsible for assessing program or service inquiries and to arrive at timely and acceptable solutions and recommendations.
Collects and compiles data in preparation of numerous reports for review on a weekly, monthly and quarterly basis. The incumbent is responsible for analytical, evaluative, and developmental or advisory work, which is directed toward implementing, revising or eliminating policies, practices, methods, procedures and /or organizational structures.
Ability to do Short- & Long-Range planning.
Ability to provide technical expertise in the field of health care planning and comprehensive advice and assistance to the Chief, Mental Health Service or designee regarding possible need for revision of regulations and policies governing planning activities.
Ability to develop & implement policies & procedures.
Ability to develops Mental Health Service Memorandums and/or policies as required by VHA Directives and Handbooks and other accrediting bodies (Joint Commission, CARF). Responsible for the development and implementation of policies and procedures for the program. (This position recognizes the need for new policies and brings such policies to the attention of the supervisor).
Collaborate with other services to resolve problems and to obtain needed support services. Makes recommendations to leadership regarding necessary human resources, equipment, and space, to effectively support the mission.
Maintain Human Resource (HR) records to ensure that all essential elements are included in the employee's service folder. Administratively responsible for HR management functions including recruitment, initiating classification, staffing, employee relations, the performance appraisal process, employee awards, pay/leave administration, training, travel, EEO programs, worker's compensation, and performing necessary research related to human resource management.
Knowledge of Human Resources Management regulations, specifically but not limited to: recruitment, performance management, position management, incentive awards, leave administration, workload distribution in order to utilize staff with maximum efficiency.
Provides ongoing informal training and assistance to new personnel regarding office policies and procedures. Coordinates dissemination of information regarding health benefits, thrift savings plan, life insurance, retirement, and other employee benefits.
Assists in the formulation and execution of annual budget including salaries, travel, supplies, equipment, and all other general operating expenses. Analyzes replacement and additional clinical equipment needs, determines priorities, writes appropriate justifications, and serves as a resource to the Chief and Facility Management on equipment needs.
Assemble and compiles budget information and maintains running account of funds allocated and expended. Makes interim adjustments where necessary by applying knowledge and understanding of budgetary policies, procedures, and regulations.

Develop regular cost ceiling reports, while maintaining running control of funds to ensure that accounts are within authorized levels.
Knowledge of accounting, bookkeeping, and budgeting processes to ensure accurate generation of data, reports, proposals and budget performance tools.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023.
Time-In-Grade Requirement: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Evaluating and recommending ways to improve effectiveness and efficiency of a healthcare work operation, work in administrative management areas such as record management, equipment procurement, inventory management, utilizing various computer software programs, developing reports by collecting, analyzing, and interpreting data from multiple sources, providing staff performance evaluations, directing personnel in the accomplishment of administrative duties, analyzing work methods, initiating personnel actions.

Applicants may substitute education for the experience required for the GS-11 grade level. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Physical Requirements: The work is primarily sedentary. There is some walking, bending, and moving of supplies required. Answering of multiple line phones is required. Constant work with computers, calculators, and reading and interpretation of instructions are essential.
