About the Position: This position serves as the Management Analyst for the Fort Bragg Garrison Resource Management Office (RMO). This position is located at Fort Bragg, North Carolina. Fort Bragg is co-located with Fayetteville, North Carolina, a culturally diverse city. Fort Bragg is known as the "Home of the Airborne and Special Operations Forces."

Duties

Performs analytical and evaluative work to ensure that the Table of Distribution and Allowance (TDA) structure is in accordance with sound organizational concepts and that manpower resources needed are accomplished for mission success. Conducts analysis and coordination of the Equipment portion of the TDA to validate and submit DA Form 1460-R for equipment changes. Applies knowledge and understanding of programs such as, Manpower and Equipment Program, the Army Management Control Program to achieve program goals and objectives. Assists in the preparation of the annual Command Plan input for Program Objective Memorandum (POM) cycles Performs research and evaluation, conducts special studies and prepares reports/impact statements on specified Garrison matters. Provides policy guidance and technical assistance regarding program requirements. Prepares manpower reports for submission to higher headquarters and through channels to Garrison leadership for further analysis of manpower posture. Coordinates personnel actions with the local Civilian Personnel Advisory Center (CPAC) and the supported directorates. Conducts formal training sessions and briefings regarding program requirements and responsibilities. Demonstrates knowledge of manpower related databases to include RM online, Defense Civilian Personnel Data System (DCPDS), AUTONOA, Force Management System Website (FMSWeb) and FASCLASS to analyze requirements and authorizations.

Requirements

  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

GS-11 Specialized Experience: One year of specialized experience which includes experience reviewing Table of Distribution Allowances (TDA) requests to ensure personnel actions are consistent with the Command's goals and objectives and are within prescribed funding constraints; and providing policy guidance and technical assistance regarding program requirements, such as Manpower and Equipment Program, the Army Management Control Program; and developing various personnel reports to identify pertinent data for TDA updating.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Operations Management, Project Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementForce ManagementOrganizational Awareness Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
