About the Position: Responsible for equipment modernization and integration, and management programs which directly impact the readiness and effectiveness of V Corps and all Army forces deployed in support of United States, Europe Command (USEUCOM).

Duties
Exercises substantial knowledge of Army processes, doctrine, and equipment with an emphasis on communications systems.
Initiates, manages, and tracks proposed and projected TDA structure and equipment changes in a forward deployed Army command resulting from force modernization and equipment change initiatives.
Coordination involves activities outside V Corps, such as DOD, HQDA, USAREUR-AF, AMC, TRADOC agencies, commercial activities and others to coordinate a variety of force integration functions relating to equipment fielding and training.
Performs both short term and long-range fielding analyses and tracks new systems introduction and fielding.
Identifies capability gaps associated with Joint and Army operational requirements through analysis of policies, and provides expedient solutions through the development of MEELs, ONS, and Joint Urgent Operational Needs Statements (JUONS).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Tier 3 (NCS/SECRET) background investigation.
- Must be able to work extended and/or other than normal duty hours, including evenings, nights, weekends, holidays, and overtime to the extent determined by the supervisor.
- Must be able perform a Temporary Change of Station (TCS) for not less than 6 months, but no more than 30 months.
- Must be able to obtain and maintain a valid state-issued driver's license.
- Must be able to obtain and maintain a US Forces Certificate of License.
- Must be able to work under austere living conditions, as well as share accommodation under field conditions (containers, tents and/or barracks).
- Must be able to perform business related travel up to 60% of the time.
- Must be able to receive inoculations IAW DoD requirements for travel to specific countries.
- Must be able to travel using military transportation or non-commercial means of travel.
- IAW DoD Policy, must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa.
- An RPA will be required when the employee is in the exempt area for more than forty-two days.

Specialized Experience: Conduct manpower studies, workload analysis, functional and task analysis; Initiate, manage and track proposed and projected TDA structure and equipment changes; Develop and implement new directives and procedures regarding modification, realignment and reorganization; Develop plans to acquire, receive, store, transfer, issue, maintain and dispose of equipment.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
