The primary purpose of the ESF position is to plan, implement, and administer education services/programs. The ESF provides the education and training portion of FFSC Core Programs.

Duties

Incumbent serves as a non-clinical trainer/educator and is responsible for the delivery of a wide variety of education services to FFSC customers in a group or classroom setting. Topics may include, but are not limited to: Stress Management, Anger Management, Suicide Awareness and Prevention, Assertiveness Training, Sexual Assault Prevention and Response, Communication Skills, Budgeting, Smooth Move, Sponsor Training, Parenting, Budgeting for Baby, Coping with Divorce, Starting Your Own Business, Car & Home Buying Strategies, Deployment Support programming (including Return & Reunion Workshops), Command Financial Specialist Classes; OMBUDSMAN Training, family advocacy prevention education, (already listed as examples individually) etc. Responsible for the coordination and completion of special project activities including, but not limited to; Month of the Military Child; National Child Abuse Prevention Month, Military Spouse Appreciation Month, Domestic Violence Awareness Month; Military Child Education Services; and the Command Representative Program. Collaborates with civilian and military professional resources. Represents the FFSC at military and community organization meetings concerning matters, programs, and services, which assist military personnel, family members or the retired community. Serves as liaison with appropriate city, county, state, federal, and non-government agencies, as well as military commands, to further a comprehensive education/prevention program with regards to social services affecting military personnel, such as the Military Child Education Coalition. Serves as the installation Ombudsman Coordinator. Assures successful coordination with the Command Ombudsman for planning Assembly Meetings, and Ombudsman Academies; also serves as member of the Ombudsman Council. Ensures smooth liaison between area Ombudsman and the FFSC. Serves as the installation Retired Activities Office (RAO) liaison. Provides information and support to the RAC). Assists with the coordination and successful implementation of the annual Retired Military Personnel, Spouses, and Widows Seminar. Serves as the FFSC Volunteer Coordinator. Recruits trains, places, and evaluates volunteers utilized by the Center. Maintains approved screening procedures, and volunteer position descriptions. Is responsible for the annual recognition of volunteers. CURRICULUM MANAGEMENT Responsible for the development, implementation, and evaluation of all FFSC education programs. Responsible for the overall maintenance of FFSC courses and determines the need for and initiates changes/updates in course content. Serves as technical advisor for less experienced course Instructors and demonstrates techniques and evaluates the performance of lower level Instructors. The ESF determines the need for additional subject matter information and may meet with representatives of outside organizations in order to obtain it, then develop or adapt new or revised training materials for formal course use. Establishes programming priorities, regularly reviewing all new and existing programming and recommending changes to the FFSC Director and Education Services Supervisor. Ensures efficient and effective service delivery and use of resources. Responsible for the smooth planning and coordination of all scheduled workshops, programs, and GMTs presented at the FFSC or by FFSC staff at other locations. Acts as liaison for command training coordinators in order to help meet the training needs of the command. Responsible for the marketing and evaluation of all FFSC programs. Ensures creative, unique and diverse approaches to advertising FFSC services and provides suggestions and recommendations to the Regional Marketing department via the ESC. Tracks program and marketing effectiveness. Conducts and evaluates "Needs Assessments" both formal and informal, and gears programming toward identified customer needs. Responsible for overseeing the development and maintenance of Information & Referral materials for all programs. Ensures materials are accurate, professional, and provide the types of information of use to the customers. Is responsible for the timely and accurate input of all FFSMIS program data. Responsible for the maintenance and proper processing of all FFSC program requests, program proposals, and instructor guides. Ensures that all programs and workshops are updated and approved by the ESC. Keeps copies of all approved instructor guides and requests and maintains accurate and complete files on all Program Evaluations. Conducts thorough review of SOPs and service delivery to ensure adherence to established policy, confidentiality, and quality assurance. Performs other collateral duties and tasks as assigned.

Requirements

  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.

Qualifying experience must have been equivalent to the next lower level in the normal line of progression. Specialized experience must demonstrate the following: In-depth knowledge of the Navy organization, mission, and lifestyle. Knowledge of the professional methods necessary to counter any inherent psychological and/or socioeconomic stresses caused by prolonged separations which affect Individuals, families, mission performance, and command readiness. Knowledge of, and experience in, the delivery of education services, with a focus on human/personal growth and development Proven skills in developing and coordinating family enrichment programs to meet identified needs. Professional knowledge of adult learning theories. Expertise in program development, curriculum delivery, curriculum review and update. Ability to interpret program evaluations, needs assessment feedback, and survey data and to implement results in program delivery and market planning. Extensive experience and expertise in public speaking. Ability to present information to large, medium, and small groups of people in a clear and concise manner. Skilled in the use of program presentation technology including PowerPoint software, automated projectors and audiovisual equipment, laser pointers, etc. and the ability to train others in presentation skill building. Ability to communicate effectively both orally and in writing. Ability to meet and deal effectively with diversified groups, organizations and individuals and to maintain and establish clear relationships and lines of communication at all levels using tact and diplomacy In all interactions. Ability to compose written reports and give dear, concise and effective oral presentations. Skill in written and oral communication sufficient to develop course curriculum, standard operating procedures, etc. Skill in consulting with management and employees to obtain or exchange information about work objectives, processes, procedures and policies. Exposure to or experience in the military lifestyle and demonstrated knowledge of military community support programs. Knowledge of FFSP mission, functions, policies and procedures; mission requirements, program goals and objectives. Demonstrated abilities in agency collaboration and network development. Ability to utilize personal computers and knowledge of a variety of software (i.e., MS Word, Excel, PowerPoint) for the purpose of job accomplishment.
