Duties
As a Public Health Advisor you will:
Serve as a senior public health advisor and provide consultative services to programs or projects that have unusually demanding social, economic, cultural, governmental, and political conditions requiring the planning, development, and evaluation of matters of general precedent, extensive controversy, or wide coordination.
Plan, develop, and implement public health programs in collaboration with local, state, other Federal and/or international governments and various public, non-profit, and private and health-related organizations.
Establish systematic methods for program execution and advocacy that includes the identification of objectives, evaluation criteria, and legal and regulatory compliance requirements.
Work to develop public health messages with subject matter experts and develops messages into appropriate end-products for communicating public health information to target audiences.
Analyze existing or proposed systems, strategies, services, or other health-related matters; identify needs for improvement and the methods and resources to accomplish such improvements.
Develop, implement, and monitor performance evaluation and tracking systems; evaluate and analyze data collection and utilization methods and quality control; provide leadership in developing and implementing program plans and data sets consistent with funding requirements and national initiatives.
Lead operational or planning meetings, public briefings, or other formal and informal settings to publicize program and/or gain support and cooperation.
Prepare contracts, agreements, proposals, etc. for professional or other services pertinent to the program, or project. Exercise responsibilities related to the initiation, administration, and/or close out of grants and cooperative agreements.
Serve as lead representative, project officer, or comparable position for administration of a comprehensive, multi-organization cooperative agreement. Provide technical advice and assistance in managing, and evaluating grants, cooperative agreements, contracts, and other awards.
Independently, or in collaboration with others, prepare reports and other substantive program documentation including technical documents on research findings, scientific methodologies, evaluation results, fact sheets, etc.
Develop strategies for dissemination of information to professional groups, private and public sector organizations, health agencies, and the media through publications, correspondence, and presentations.
Conduct assessments, compliance reviews and negotiates and approves corrective actions, as needed.
Serve as a representative to professional organizations in order to gain cooperation from these groups.
Qualifications
Minimum Qualifications GS-12:
Applicants must have at least one year of specialized experience at or equivalent to the GS-11 level of difficulty in the Federal service as defined in the next paragraph.
Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience assisting with advising, planning, developing, implementing and evaluating public health programs and/or projects.
Minimum Qualifications GS-13:
Applicants must have at least one year of specialized experience at or equivalent to the GS-12 level of difficulty in the Federal service as defined in the next paragraph.
Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience advising, planning, developing, implementing and evaluating public health programs and/or projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Requirements Continued:
In accordance with Executive Order 12564 of September 14, 1986, The Department of Health and Human Services (HHS) is A Drug-Free Federal Workplace. The Federal government, as the largest employer in the Nation, can and should show the way towards achieving drug-free workplaces through programs designed to offer drug users a helping hand, and at the same time demonstrating to drug users and potential drug users that drugs will not be tolerated in the Federal workplace. The use of illegal drugs, on or off duty, by Federal employees is inconsistent not only with the law-abiding behavior expected of all citizens, but also with the special trust placed in such employees as servants of the public. Applicants tentatively selected for this position may be required to submit to urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. If required to submit to urinalysis, the appointment to the position will be contingent upon a negative applicant drug test result. In order to demonstrate commitment to the HHS goal of a drug-free workplace and to set an example for other Federal employees, employees not in a testing designated position may volunteer for unannounced random testing by notifying their Drug-free Federal Workplace Program Point of Contact upon hiring.
