You will serve as a SUPERVISORY MANAGEMENT and PROGRAM ANALYST in the FIRE AND EMERGENCY SERVICES of COMMANDER - NAVAL INSTALLATIONS.

Duties

You will be responsible for the management, coordination and oversight of policy, analytics, Emergency Medical Services (EMS), Fire Emergency Services centrally managed programs. You will provide guidance, makes recommendations, and constructs implementation plans for the data, informatics, analysis, and research related components of the Navy Fire Emergency Services Program. You will research, create, develop, and perform final review and approval of metrics developed for various briefs/ reports such as the Navy Fire Emergency Services Significant Saves Report, Annual Report, and other ad hoc briefs and reports. You will oversee the Fire Emergency Services Program Contracting Officer's Representatives (COR) to include providing guidance for the appointment, limitation, responsibilities of CORs.

  • Incumbent must complete the Federal Emergency Management Agency, Emergency Management Institutes courses to appropriately develop and execute CNIC, Fire Emergency Services Program requirements. -700 (NIMS)
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector: 1) Analyzing and assessing performance associated with delivery of fire-based emergency medical services systems (i.e., firefighting, rescue technician, hazmat technician data systems, geographical information systems (GIS), pre-hospital EMS care (ePCR) and discrete event simulation modeling) and 2) Collecting data, performing analysis and preparing reports using Fire & Emergency Services (F&ES) related applications and data systems.
