This is a Supervisory Medical Administration Specialist job opportunity positioned under the Health Administration Service (HAS) at the Ralph H. Johnson VA Medical Center in Charleston, SC.
Duties
The main duties and responsibilities of the Supervisory Medical Administration Specialist include, but are not limited to:
Providing the Medical Center with direction and guidance as it relates to evaluation, planning, direction and management of all Specialty Care point of service, telephone, and secure messaging Specialty Outpatient Clinic functions, including, but not limited to, appointment management per current VHA directives, consult management, Electronic Wait List management, Return to Clinic Orders, Veterans Choice List, Recall Reminder management, and all associated functions and performance measure metrics.
Developing and maintaining the Outpatient Services quality improvement/performance plan to include reviewing and appraising the effectiveness of each phase of administrative clinic activity; including analyzing and reporting findings to management, utilizing information gathered to make necessary improvement; and providing implementable solutions to problems noted in reviews.
Researching and preparing responses to controlled correspondence/inquiries for the Health Administration Chief, and/or the Medical Center Director to inquiries regarding clinic access, services, etc.
Responsible for areas of supervision and assignment for administrative staff, development of position descriptions, competencies and performance standards, 90 day, mid-year and annual performance appraisals, monitoring performance, review and evaluate work accomplished, coordination of special projects, establishing interview/selection panels, approves leave requests, resolves informal complaints, recommends promotion, reassignment, retention, performance awards and disciplinary recommendations.
Researching and/or analyzing issues relating to Appointment Management, performance measures, data entry requirements for administrative data, patient care data capture, electronic workload capture, and ambulatory care data capture.
Generating data accountability status and statistical reports to analyze and correct data transmission errors.
Work Schedule: Monday - Friday 7:30AM - 4:00PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade at any time in the past 52 weeks must also meet Time-In-Grade requirements by the closing date of this announcement. For a GS-11 grade position you must have served 52 weeks at the GS-9 grade. The grade may have been in any occupation but it must have been held in the Federal service. An SF-50 that shows your Time-In-Grade eligibility must be submitted with your application. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year of the Time-In-Grade, as required by this job announcement. In that instance, you must provide an additional SF-50 that clearly demonstrates one-year of Time-In-Grade.

You may qualify for this position based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE: You must have at least one (1) year of specialized experience equivalent to at least the next lower grade GS-9. Examples of specialized experience typically include, but are not limited to:
Experience with data extraction, validation, interpretation, analysis, and reporting
Experience utilizing electronic medical records to develop, evaluate & modify organizational structure & systems
Performing budget management for various programs
Experience supervising subordinate employees
Experience managing daily clinical activities to include ensuring daily staffing coverage
OR
EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have either a PhD. or three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. This education must have been obtained at an accredited, college or university and such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
OR
COMBINATION: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Master's or equivalent graduate degree. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work includes some walking, standing, bending, lifting and carrying of relatively light items such as book and medical records. The incumbent must be in good physical condition and able to tolerate the stresses of various aspects of this position.
