The selected applicant will serve as a Program Specialist within the Ralph H. Johnson VA Medical Center's Radiology Department. As such the hired employee will be an advisor in the human resource recruitment and placement and pay administration. Incumbent serves as service level subject matter expert in recruitment and placement of Title 38 staff, Hybrid 38 and Title 5.
Duties
The selected applicant will serve as a Program Specialist within the Ralph H. Johnson VA Medical Center's Radiology Department. As such the hired employee will be an advisor in the human resource recruitment and placement and pay administration. Incumbent serves as service level subject matter expert in recruitment and placement of Title 38 staff, Hybrid 38 and Title 5.
Main duties consist of but not limited to:
Conducts in depth analysis of professional staffing needs for the Radiology Service, including physicians, mid-level providers, technologists, and administrative support.
Evaluates and analyzes the need for recruitment and retention incentives based on historical data of recruitment and retention of professional staff and prepares necessary forms for submission.
Works with education to enable the radiology department to continue its residency and fellowship programs with our affiliate medical center.
Oversees the the credentialing and re-credentialing process.
Tracks and prepares all necessary paperwork for the on-boarding of new technical and administrative staff.
Manages two Radiology EILs and is responsible maintaining a database of inventory.
Prepares equipment budget for each fiscal year and submits to Chief and Supervisory Administrative Officer for annual budget needs.
Preparing compensation recruitment packages for Physicians initial and bi-annual pay panels at the service level.
Makes recommendations on existing space needs and makes recommendations and/or adjustments needed to accommodate staff.
Creates new functional statement and position descriptions for new staff and works with supervisors on their current functional statements and position descriptions for accuracy as needed.
Responsible for the AES (All Employee Survey) scores for the department and analyzes the data from previous years and works with supervisors to improve scores.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a (GS-09) position you must have served 52 weeks at the (GS-07).
For a (GS-11) position you must have served 52 weeks at the (GS-09).
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Specialized Experience(GS-09): You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to:
Extensive knowledge of HR processes and HR Web-based systems at the service level.
Working knowledge of Vista, CPRS, Microsoft Office to retrieve data for productivity and workload.
Knowledge of the OPPE/FPPE and credentialing process and understand have a good working relationship with Quality Management.
Strong understanding of equipment purchasing and EIL management. Should have knowledge of EER/SEPG, Maximo and LEAF.
Knowledge of VA policies and procedures, VA directives, operating procedures, radiology services policies and procedures.
Ability to interpret basic qualification standards, and new policies and make sound judgements based on interpretation of applicable rules and regulations.
Ability to communicate effectively, both orally and in writing.
Can independently accomplish the quality and quantity of work expected within set limits of cost and time.
Proven ability to adapt changes in priorities to expedite filling vacancies at the service level.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have
Master's or equivalent graduate degree -or- 2 full years of progressively higher level graduate education leading to such a degree -or- LL.B. or J.D., if related.
Specialized Experience(GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would include, but are not limited to:
Comprehensive and thorough knowledge of Title 38, Hybrid 38 and Title 5 Pay Systems, VA Directives, CFR (Code of Federal Regulations) and VA qualification guidelines, and special pay.
Expert knowledge of VHA policies and regulations as they relate to providing care to Veterans and beneficiaries.
Knowledge of OPPE/FPPE process for clinical providers in regard to their initial credentialing and re-credentialing.
Knowledge of information's systems, internet, computers, and computer software needed for collecting data, designing marketing literature, developing presentations, and corresponding with potential employees.
Knowledge of and ability to develop and conduct qualitative and quantitative studies.
Knowledge of effective marketing techniques needed to develop letters and presentations to various audiences. i.e., students and staff.
Knowledge of communication, persuasion, negation, and public speaking principles needed to promote the facility in a positive manner.
Expert knowledge in the logistics aspects to include procurement, inventory management, and completing reports of surveys.
Expert knowledge of software packages, such as Vista, CPRS, Microsoft Office.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The Incumbent walks to and from meetings, performs space, supplies, and equipment inventories, and frequently carries papers and books weighing less than ten pounds.
Work Environment: Work is typically performed in an adequately lighted and climate control environment. May require occasion travel.
