This position is located in the Strategic Logistics Branch (SLB), Division of Strategic National Stockpile (DSNS), in the Office of Asst. Secretary for Preparedness and Response (ASPR). The organization ensures the availability of antibiotics, chemical antidotes, vaccines, antitoxins, life-support medications, and other medical and surgical supplies and equipment required to resupply state and local public health agencies in the event of a catastrophic health event.
Duties
As a Resource Management Specialist you will:
Administer the Strategic National Stockpile, (SNS) funding resource mechanisms.
Provide a variety of functions involving major contracts, interagency agreements, memoranda of agreement, funding opportunity announcements and cooperative agreements.
Participate in the budgetary and acquisition planning of long-term projects and projections.
Collect, edit, tabulate, analyze, interpret, and disseminate qualitative and quantitative data related to expenditure, and allocation issues.
Serve as project officer/technical monitor for contracts and/or IAAs developed within the Strategic National Stockpile.
Write the requirements documents including scope of work, performance work statements, acquisition plans, market research, IGCE, acquisition strategies, etc. for new projects.
Qualifications
Minimum Qualifications:
Applicants must have one year of specialized experience at or equivalent to the GS-12 level of difficulty and responsibility in the Federal service as defined in the next paragraph.
Specialized experience is experience at or equivalent to the next lower grade level which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience in providing a variety of administrative, fiscal management, and support services in creating and developing concise statements of work, acquisition strategies and acquisition plans.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
