This position will serve as the Deputy Medical Care Line Executive (DE) located in the office of the Medical Care Line Executive (MCLE) at the Michael E. DeBakey VA Medical Center (MEDVAMC) in Houston, TX. This facility is the most complex 1A-tertiary care facility in the entire VA system. Medical Care Line (MCL) has over 1,000 FTEE, multidisciplinary ranging from administrative to clinical employees in 12 specialties, primary care, and Emergency Department nursing.

Duties

Medical Care Line is looking for a candidate to serve as the Deputy Medical Care Line Executive. This Detail Opportunity is not to exceed one year. Duties include: Conducting or directing special studies and analyses of complex problems relating to manpower requirements, space, equipment, and organizational alignment. Evaluating past expenditures to determine the immediate and long-term requirements and their budgetary impact and preparing budget requests accordingly. Monitoring expenditures and proposing reallocation of funds based on shifting program needs. Determining space requirement needed to support program operations. Identifying needs and recommending major equipment acquisitions. Providing program direction and guidance to subordinate staff. Addressing labor-management relations issues as appropriate. Maintaining surveillance of MCL's compliance with standards of accrediting and regulatory agencies. Working in coordination with other internal reviewing services regarding complex audits and internal/external reviews of a national concern by implementing and reviewing policies, plans and internal operating systems such as correspondence management, information tracking, and stakeholders and internal and external information flow. Contacting and engaging frequently with clinical staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects. Analyzing problems that affect the clinical areas, taking into full consideration a wide range of factors and requirements to promote efficient management, and presenting both written and oral recommendations to the MCLE. Identifying problems which require new or revised policies or procedures and implementing and following up of those policies or procedures. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: responsibility for a multi-million dollar budget that includes staffing, equipment, and contract funds; experience managing and making decisions directly impacting a major program of an organization; evaluating the need for different and new programs; experience in clinical operations; and supervision of a significant number of multi-disciplinary staff. Physical Requirements: The regular and recurring work of the position involves sitting at a desk, attending conferences and meetings, walking at facility work sites, and light lifting and carrying of resources.
