The Administrative Officer of SPS must be able to support such complex services as the Da Vinci Robotic Surgery program, open heart surgery and radiation oncology with a competent knowledge base for the complex instrumentation used in these services. SPS also supports a 30-bed Spinal Cord Injury Center and a seven-bed Bone Marrow Transplant Unit (one of only three in VHA).

Duties

Major Duties: Incumbent coordinates and develops all administrative requirements for SPS, adjusts short term priorities and tracks staff education and performance. Adjusts any service priorities policies. Incumbent prepares & develops department policies, reports, graphs, charts. Makes recommendations in the best interest of the service, according to local/nat'l policies. Exercises fiscal responsibility and oversight in the preparation and execution of the department budget, managing expenditures, and recommending reallocation. As administrative authority for SPS, this position is responsible for extensive knowledge of the major issues in SPS along with compliance of local, agency and national guidelines. The position must maintain comprehensive knowledge various guideline, mandates, policy and procedures within STVHCS, VISN 17, VACO, Joint Commission, Commission on Ac. Prepares a variety of reports, graphs, charts and correspondence regarding administrative tracking and functions, ultimately offering suggestions to leadership and maintaining sound records and fact sheets. Stays abreast the latest technology and equipment available, ensuring the healthcare system is equivalent or higher to the community standard. knowledgeable on lifecycle of equipment and with all RME standards, serving as the COR for all acquisitions. Prepares accurate and detailed statements of work in line with facility operation needs, manages performance and compliance of the contracts utilized by the service. Addresses fiscal matters timely to prevent any unauthorized commitments on the government's behalf and certifies invoices according to accuracy of materials or services delivered. Monitors status of all working components of the department, identifying changes in techniques, and raising to leadership needs of the service. Develops recommendations to resolve problems pertaining to SPS effectiveness and efficiency, to include coordinating/partnering with other facilities to ensure operations are not interrupted. Ensures safety is not compromised, and participates in maintaining the integrity of all tracking systems and temperature control safeguards and systems. Engages with leased spaces to ensure compliance. Work Schedule: Monday - Friday 08:00 - 4:30. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: GS-09: You must have at least one (1) full year of specialized experience equivalent to the GS-7 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Administrative Officer position. Specialized experience includes: knowledge of and skill in administrative and management principles, policies, practices, methods, techniques and controls for human resources, purchasing, supply and space, budget and financial management, and other related administrative area to develop, initiate and implement Sterile Processing administrative policies and procedures. Ability to foresee problems and perform reviews designed to evaluate procedures/processes. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness and cost of program operations. Assignments typical at this level involve using qualitative and quantitative analytical techniques such as: literature search; work measurement; task analysis and job structuring; productivity charting; determining staff to workload ratios (e.g., span of control); organization design; space planning; development and administration of questionnaires; flowcharting of work processes; graphing; and calculation of means, modes, standard deviations, or similar statistical measures. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of and skill in administrative and management principles, policies, practices, methods, techniques and controls for human resources, purchasing, supply and space, budget and financial management, and other related administrative area to develop, initiate and implement Sterile Processing administrative policies and procedures. Ability to foresee problems and perform reviews designed to evaluate procedures/processes. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness and cost of program operations.
