You will serve as a QUALITY ASSURANCE SPECIALIST (SHIPBUILDING) in the ENGINEERING & ANALYSIS BRANCH, ENGINEERING & ANALYSIS DIVISION, QUALITY ASSURANCE OFFICE of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will provide management guidance and project team leader services for the development, implementation, and coordination of Quality Assurance projects. You will analyze programs problems with equipment, procedures, and execution. You will monitor, collect, compile, analyze quality data to detect unsatisfactory/common trends, problems, or conditions/weaknesses in the quality system and operations and investigate complex quality problem areas/systems for underlying causes. You will perform special task assignments and investigations as directed by the Branch Head.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying quality assurance principles, concepts and practices as they relate to nuclear power submarine overhaul; Experience identifying common causes of problem areas and make recommendations for improvement; Experience using complex systems, components, and products associated with overhaul of nuclear powered submarines; Experience analyzing quality indicators to determine trends that would necessitate corrective actions in Shipyard processes and procedures; Experience collecting, monitoring, analyzing, and interpreting statistical quality data such as audit findings, surveillances, and deficiency reports to detect negative trends. For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience utilizing quality assurance principles, concepts and practices as they relate to nuclear power submarine overhaul; Experience recognizing common causes of problem areas and make recommendations for improvement; Experience working with complex systems, components, and products associated with overhaul of nuclear powered submarines; Experience assisting in analyzing quality indicators to determine trends that would necessitate corrective actions in Shipyard processes and procedures; Experience collecting, monitoring, and analyzing statistical quality data such as audit findings, surveillances, and deficiency reports to detect negative trends. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For the GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., that is related to this position being filled
OR
A combination of experience and graduate education as described above that equates to one year of experience
