The Administrative Officer for VAMHCS Anesthesia Service reports to the Chief of Anesthesia Service, supports all aspects of Anesthesia Service operations and has specific responsibilities for the overall management of fiscal and personnel aspects of the Service.
Duties
Major duties:
Responsible for managing personnel issues
Proper hiring practices are followed
Performance appraisals are completed in a timely fashion
Performs work involving development of life cycle or other cost analyses of projects
Prepares annual budget projections
Responsible for development, control and overall administration of budgets
Obligate funds and approve payments
Serves as primary contracting officer
Purchasing and accounting of all equipment
Provides comprehensive staff support in development of both long and short range policies and plans
Gathers and maintains valid data used to develop, evaluate and modify organizational structure
Maintains a complete source of comprehensive manpower, space and equipment data
Analyzes and evaluates on a quantitative or qualitative basis
Work Schedule: Monday through Friday 7AM to 3:30PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/25/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge and skill in VA business practices, general understanding of issues related to anesthesia programs and scientific studies. Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiviness of program operations. Substantive administrative support functions, internal activities or functions such as supply, budget, procurement or personnel which serve to facilitate line or program operations.
