This position is located in the Office of Management Support (OMS), Human Resources Management Division of the California Area Indian Health Service (CAIHS). Incumbent serves as a Human Resources (HR) Officer directing human resources management services including management and tribal advisory functions in all areas of Federal HR including providing technical direction to HR staff in the Alaska Area.

Duties

A. Client Services (50%) - Applies principles, practices and techniques of recruitment, examination, selection, and/or placement. Conducts job analyses, develops assessment tools, prepares vacancy announcements and ranks applicants or employees by analysis of experience, training, and quality factors in accordance with merit promotion plan, excepted service examining plan, and/or delegated examining guidelines. Assures most effective selection, placement and utilization of qualified employees, analyzing qualifications, referring candidates to program officials, and conducting necessary investigations to effect selection. Develops recruitment strategy for hard-to-fill positions and succession planning. Position Classification: Analyzes, evaluates, and classifies positions up to GS-15 for a number of dissimilar occupational groups, including professional positions. Applies new standards as they are issued. Conducts position management reviews to determine whether position allocations are efficient, effective and properly classified. Conducts desk audits. Initiates changes in employee assignments, position descriptions, pay category, schedule, title, code, grade or pay level where necessary. Provides advice and assistance to program officials on operating classification matters pertinent to new or revised organizational structures (reorganization, functional changes). Provides clarification of problems that arise during audits/reviews of individuals and groups of positions. Offers alternative courses of action to assist management in achieving its goal. Assists in the solution of problems concerning morale, turnover, working conditions, low production, review channels, job dilution or expansion, etc. Assures maintenance of position and personnel records and official personnel folders. Processes personnel actions, insuring that each action meets the statutory, regulatory, and procedural requirements of OPM, DHHS, PHS and IHS. Assures that actions upon which employee pay and benefits are based are processed correctly and expeditiously. Ensures the compilation and timely submission of periodic and special personnel reports required by OPM, HHS, PHS, IHS, and the California Area. Responsible for insuring the confidentiality of employee personnel records and releasing such information only in accordance with the provisions of the Privacy/ Freedom of Information guidelines. B. Workforce Relations (35%) - provides advice and guidance to management officials, supervisors, and employees on problems in the areas of employee conduct, discipline, grievances, appeals, morale, debt collection, employee performance and employee rights. Prepares proposals and decisions for management. Prepares case material for hearings before the Merit System Protection Board as required. Conducts and administers the benefits program to include retirement, health, life, TSP, OWCP, leave administration, etc. Initiates background investigations and performs suitability determinations. Serves as the Personnel Security Representative for the CAIHS. C. Supervision (15%) - as a working supervisor, oversees the activities of 4 HR specialist staff in the division and performs all traditional supervisory duties and responsibilities. Also provides technical direction to HR Staff in the Alaska Area.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performed comprehensive supervisory and administrative leadership overseeing HR operations; experience with position management and a classification program, recruitment and placement operations and consultant services, labor relations, management employee relations, employee training, and administrative programs involving pay and benefits, allowance, awards, job information services, mail management, and other administrative functions; Served as a link between management and employees by handling HR questions, interpreting HR policies and regulations, designing/leading HR projects or studies; and advising senior management of recommended solutions. Participates in developing long range plans, evaluates program operations, and plans projects to accomplish the goals and objectives of the various functional areas. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
