You will serve as a Program Analyst within the Command Services Branch, Business Directorate of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters. The incumbent serves as the Agency Travel Card Program Coordinator (APC), Defense Travel System Information Administrator, and Program Manager for Records Management (RM), Forms Management and Document Library for NAVFAC HQ.

Duties

You will analyze data to resolve problems affecting administrative programs or requirements. You will analyze root cause of program issues to prevent their recurrence. You will develop briefings for the delivery of program performance information to senior leaders. You will provide total oversight for NAVFAC?s Travel Card Program to ensure that all card holders are in compliance with corresponding regulations and policies. You will ensure that each individual activity conforms to Department of Navy (DON) mandated thresholds. You will be responsible for the day-to-day management of travel cardholders? activities to include controlling credit card spending limits, activating and deactivating, processing new applications, and monitoring reports for misuse/abuse. You will be responsible for the adherence to program guidance and required internal controls for the Travel Card Program. You will ensure that payment delinquency rates for travel cards fall within DON mandated thresholds. You will provide data analysis, performance metrics, feedback, and other required information to supervisor. You will serve as the Library and Document Manager for NAVFAC Headquarters. You will provide training and customer service support to subordinate activities concerning all aspects of the Travel Card Program.

  • You will be required to obtain and maintain a current valid United States driver?s license.
  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Utilizing records management programs for controlled unclassified information, electronic records, and forms management ; 2) Compiling, reviewing, and analyzing Defense Travel system (DTS) information to manage and monitor activities; and 3) Applying Government purchase and travel card programs regulations, policies and procedures.
