You will serve as the NGEN/ONE-Net IT Program Manager in the Command Information Office (CIO) of Naval Facilities Engineering Systems Command (NAVFAC) Headquarters.
Duties
You will serve as the senior planning and policy officer responsible for the development of IT-specific IT plans and policies for the Next Generation Enterprise Network (NGEN) and OCONUS Navy Enterprise Network (ONE-Net).
You will provide oversight and analysis to evaluate submitted orders with strict scrutiny in order to ensure accuracy and identify opportunities for reduction, consolidation and cost savings.
You will work to identify and establish Enterprise scalable solutions and disseminate them NAVFAC wide to reduce required help desk, SRM and field services interaction timelines.
You will develop, coordinate, and execute the required actions for short and long range IT projects.
You will work with clients or customers to determine appropriate products or services, including define project scope, requirements and deliverables.

- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area - Cyber Policy and Strategy Planning (752) within 12 months of appointment.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position requires travel, up to 25% of the time, from normal duty station. You must be able to travel on military and commercial aircraft.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Applying program and project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments sufficient to manage assigned projects; 2) Applying principles of Continuous Process Improvement and technical knowledge of the horizontal and vertical system integration, interrelationships and interactions among NGEN/NMCI systems; and 3) Applying knowledge of DON missions, priorities, and programs, as well as programs and functions of subordinate activities in order to review and coordinate planning and implementation actions Enterprise Wide. Your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
