Serves as a Management and Program Analyst managing workforce planning, budget formulation, analysis, execution, and reporting. The position will be matrixed in support of program, projects, or institutional business operations; providing business management and systems expertise enabling directorate and/or Agency-wide oversight of program planning, execution, and control activities supporting the cost capped project mission objectives.
Duties
Evaluates, plans, directs, and manages the analytical and evaluative work for critical agency functions related to the development of presentation of budget plan and programs.
Maintains current information on the status of all funds to identify actual or potential problem areas, trends, deficiencies, area of imbalance, or similar factors that could impact the effective management control of these funds.
Agency expert on budgetary and financial management issues and activities. Coordinates and/or manages all phases of budget development, monitors budget expenditures, and reports to upper management regularly on the state of budget expenditure.
Provides budget control and business systems expertise and provides oversight activities that support the planning, development, implementation, and maintenance of business procedures and processes necessary for business management.
Analyzes interrelated issues of cost effectiveness, efficiency, and productivity of substantive mission-oriented programs. Computes and estimates the effect of proposed changes in legislation or regulations on financial systems and services.
Manages operating expense funds by preparing budgets, submitting annual spending plans, obligating funds, reconciling accounts, and responding to inquiries. Provides detailed analysis to management and appropriate stakeholders in required cadence.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Performing workforce planning, budget formulation and budget execution, developing, recommending, and implementing budgetary and financial policies, developing long term funding and schedule strategies in support of new or modified government capabilities/programs/projects;
Developing cost estimates using parametric and analogous techniques, utilizing Earned Value Management (EVM) to assess space flight projects in development;
Performing programmatic assessments leveraging cost, schedule, and risk to develop probabilistic confidence levels of projects to meet cost and schedule objectives.
