The primary purpose of this position is to serve as an expert in Financial Management to include both budget and cost functions. The incumbent of this position provides support to all HQ MAJCOM personnel (HQs and subordinate units).

Duties

Provides financial management technical advice and guidance in performing a broad and extensive range of financial management program planning and analysis for a complex program having extensive program and financial relationships with other programs, complex funding requirements, etc. Formulates, establishes, and implements financial management policies, instructions, and procedures on all matters relating to programming, cost, budgeting, funding, forecasting, and status of funds. Responsible for all aspects of the formulation, development, and execution of budgets, financial plans, and multi-year programs required to properly fund and meet program resource requirements. Assesses, analyzes, and evaluates estimates prepared by Government/contactors to support economic analysis, business case analysis, and special studies. Represents the organization within the government and at contractor/industry sites.

  • This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP).
  • This position requires a Business Financial Management acquisition certification. The selectee must meet certification within 60 months after assignment. It also requires continuous learning activities achieving 80 points every 24 months.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551206).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include; experience performing a variety of cost analysis and budget functions such as: formulating and/or monitoring the execution of budget forecasts; analyzing costs, benefits, and trends in rates of obligation and expenditure; recommending ways to improve the utilizations of funds; and/or providing financial management support. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: A bachelor's and/or advanced degree in business administration, economics, finance, or other related field is highly desirable. Knowledge of commonly used financial management methods, practices, procedures, instructions, policies, and processes that assist and impact the formulation, justification, and execution of assigned budget in support of the mission, structure, goals, work processes, and programs. Knowledge of DoD and USAF budget analysis and programming. Knowledge of earned value management and methods, cost analysis, and cost estimating. Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funding tasks. Skill in the application of methods and techniques used to analyze and evaluate the effects of changes in program plans and funding. Skill in formulating, justifying, and executing assigned budget program and program segments. Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and makes recommendations to resolve budget/funding problems. Ability to communicate effectively, both orally and in writing, to justify, defend, present, and advise on budgetary processes/actions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
