The Battle Creek VA Medical Center is recruiting for an Medical Administration Officer. The Medical Administration Officer will function in Health Administration Service.
Duties
The incumbent of this position functions as the Chief, Health Administration Service (HAS) for the Battle Creek VA Medical Center. In that capacity, oversees and is fully responsible for planning, directing, organizing, coordinating and controlling the procedural legal, and-administrative requirements relating to the patient intake and access; the preparation, processing, maintenance, and custody of patient records; the revenue generation and collection cycle.
The Chief, HAS, has a major responsibility for managing patient and health administrative programs and activities to provide effective support to the clinical services in this Medical Center. The incumbent directs and manages the application of all federal, state and local laws regarding health care and the eligibility provisions of the VA; directs human resources responsibilities within HAS; provides assistance in budget and planning processes within the VAMC; participates in internal and external reviews of the facility; and serves as an integral part of the health care systems management team.
In this position, you will serve as Medical Administration Officer. Typical work assignments include:
Overall Management: Performs several very separate roles in the overall management of this health care facility. This includes serving as a technical expert on such topics as the application of state and local laws regarding health care.
Develops plans, systems, and facility policy and procedures required to carry out the Business Office functional responsibilities in accordance with controlling laws, regulations, and broad agency principles.
Statistical and Budget Management: In addition to the application of knowledge of fiscal management principles, the activity requires an understanding of government and agency budget systems, such as the Veterans Equitable Resource Allocation (VERA) model; and an awareness of the costs involved in many areas such as sharing agreements. Works in close coordination with Associate Director, Chief of Staff, and Fiscal Officer to provide workload statistics which reflect patient care provided, trends, and changing program priorities; to advise on fund shortages and recommendations regarding funding or program adjustments which should be made; to promote "cost-consciousness" and identify areas in which savings are possible; and to oversee the management of 2 Fund Control Points for the program.
Human Resource Management: HAS is one of the largest administrative services in the Medical Center. This situation requires the incumbent to give considerable attention to human resource management, and this activity creates the need for a broad knowledge of government-wide and agency human resources management requirements, policies, and systems.
Internal and External Review Systems: Plays a key role in developing internal and external review systems and standards within HAS and assures that the patient administrative activities that are interrelated with the clinical services are in compliance with these standards.
Management Advisory Service: Incumbent is a responsible member of the Medical Center top management team and serves as the authoritative source on all health administration matters. Participates fully and provides technical advice in significant planning, policy, and decision-making actions initiated within the Battle Creek VAMC.
Physical Dispersion of HAS Staff: The HAS staff members are dispersed throughout the 22 catchment area, the Community Based Outpatient Clinics (CBOCs) which causes a difficulty in management of personnel to greatly increase when providing direction, guidance, and control of operations.
Work Schedule: 8:00am-4:30pm, Monday - Friday; Tour of duty will be determined based on organizational needs.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/21/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
- Supervisory experience in a healthcare setting.
- Experience in process improvement and development; analyze, identify areas of concern, and recommend action for improvement.
- Experience in resource management and has an understanding of budget.
Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position: Must possess and demonstrate at least 12-months experience of leadership and oversight of VHA Medical Center Health Administration Service Ambulatory Care Operations within the last 36-months

Physical Requirements: Work is mostly sedentary with some walking to other areas of the facility. Bending and lifting of less than 20 pounds required. Incumbent will be required to supervise activity at the Battle Creek VA Medical Center as well as make site visits to the CBOCs.
