This position is located in the Office of the Chief Information Officer, Systems Support Division, National Transportation Safety Board (NTSB) in Washington, DC. The incumbent will serve as a senior level Information Technology Specialist responsible for the design and development of programs and systems critical to IT operations throughout NTSB.
Duties
As a Information Technology Specialist (APPSW), GS-2210-14, you will perform the following major duties:
- Develops, implements, and maintains stand-alone, web-based applications using the full Microsoft Development Framework such as C#, ASP, VB.Net, Angular, java scripting, C and C++; administer SharePoint and SharePoint Online.
- Perform various software administration and support functions including disaster recovery and Continuity of Operations Planning (COOP) as well as system/application design, develop capability prototypes, develop, and implement operational information systems, and conduct unit and integration testing of application modules.
- Perform the management, configuration, evaluation and assessment of various software and hardware such as web application which includes Microsoft IIS, Apache Web Servers, and Tomcat to aim optimal performance and interoperability between existing and proposed applications.
- Manage, configure, and integrate Cloud Web Services hosted in Azure, AWS, and Google Web Services. Administer Relational Databases such Oracle, SQL Server, MongoDB and other manage cloud hosted database services. Evaluates and provide authoritative advice and recommendations on technical aspects of systems requirements, components, implementations, operation, and performance on Community of Trust (COTS) products to address the business and program offices.
- Provides application support to resolve end user helpdesk activities to monitor and respond to user issues and work with colleagues to obtain input from systems users to develop consensus on proposed systems upgrades and application enhancements.

Qualifications
To qualify for this position, you must meet the following:
Experience - Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all IT positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience:
GS-14:
You MUST have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) leading a development project in software analysis, design, development, and implementation for new system or major enhancement to an existing system. (2) Manage and monitor Microsoft products and solutions (M365, Teams, Office, Defender for endpoint, Azure, Active Directory/Azure Active Directory,). (3) Windows operating system, hardware, and networking (e.g., IP, DNS, etc.) to effectively perform troubleshooting and diagnostics. (4) Performs various software administration and support functions including disaster recovery and Continuity of Operations (COOP) Planning. (5) Manage and monitor daily system and data backups and regularly monitor operations of the IT equipment and systems. (6) Participate in Business Continuation/Disaster Recovery Infrastructure planning, building, and testing, including IT system performance, security, anti-virus, intrusion detection and prevention, web usage/monitoring, design, and acquisition of servers.
Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
