This Information Technology Project Manager is located in the Office of Information and Resource Management (OIRM), Division of Information Systems (DIS). The primary purpose of the position is to serve as an IT Project Manager responsible for managing a wide range of IT infrastructure projects.

Duties

As a Information Technology Project Manager, you will perform the following duties: Apply knowledge of IT systems, methods and practices to analyze and identify technical solutions and products that are compatible or complimentary with existing or planned infrastructure and network components. Lead the delivery of IT services and products and plans and manages maintenance and modernization activities to maintain secure, reliable data center, cloud infrastructure and network operations. Articulates the scope of the project and communicates problem to be solved, actionable events, milestones, and time frames for completion to all team members. Monitor progress and takes necessary action to ensure timely accomplishment of assigned team tasks. Lead the delivery of IT services and products and plans and manages maintenance and modernization activities to maintain secure, reliable operations in any or all the following IT areas: Assest Management, Cloud Computing, Telecommunications Operations, Performance Engineering, Systems Analysis, Enterprise Application Support, Systems Administration Management, Database Management, Storage Engineering, Audio Visual and Collaboration Services Engineering, and Security Engineering. Prepare statements of work, product or service descriptions, procurement requests and associated justifications. Provide input to the Branch Chief on team and individual work accomplishments, problems, progress in mastering tasks/work processes, and individual/team training needs.

Basic Requirements: For 2210 positions, applicants must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the Basic Requirements noted above, applicants must also meet and demonstrate the specialized experience listed below: To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in Federal service in collaborating with business stakeholders to gather, document and prioritize business/functional requirements and developing strategies, roadmaps and plans for implementation. In addition to meeting the competencies and the specialized experience requirements described above, this position has a selective factor(s). Selective Factors are special qualification requirements, in addition to the minimum requirements, that are essential in successfully performing the duties of this job. Selective Factors - Applicants must possess experience leading information technology initiatives that involve developing requirements, identifying and recommending solutions to meet the requirements and scheduling and coordinating the migration of systems, applications, and services into a fully operational state. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience. CANDIDATES WHO DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OR WHO DO NOT SCORE IN THE BEST QUALIFIED GROUP MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION (BUT ARE NOT ELIGIBLE FOR PERMANENT PLACEMENT INTO THE POSITION.)
