Duties

As a Program Specialist you will: Assist senior management in planning, organizing, and directing the day to day administrative and program operations of the Division Assist in the preparation, review and coordination of information, decision documents, special reports, and other programmatic documents required for successful administrative management Provide administrative and procedural support to the VISA Purchase Program and serve as a VISA Purchase Program Cardholder and/or Approver for management and accountability of procurement actions utilizing funding mechanisms, property custodial officer, and facilities focal point Control an internal system for records and files and keep them available for immediate recall and inspection upon request by staff or auditors Serve as principal contact with the procurement office, administer procurement for the organization, handle the procurement of supplies, property and services Provide guidance, policy, and procedures for all property custodians Initiate and follow through on a wide range of critical actions including management, processes, and entry of funding documents or actions into diverse automated information systems Plan and accomplish special projects through researching and analyzing problems, issues, or program requirements

Qualifications

Minimum Qualifications: Applicants must have one year of specialized experience at or equivalent to the GS-11 level of difficulty and responsibility in the Federal service as defined in the next paragraph. Specialized experience is experience at or equivalent to which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience assisting with planning, organizing and directing the day to day administrative and program operations of an organization, providing administrative support in managing special projects and maintaining tracking and reporting systems and actions. OR A Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of specialized experience and graduate level education that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
