About the Position: This position serves as the Senior Plans Specialist for the 1st Special Forces Command (Airborne) (1st SFC (A)) within the G3 in Fort Liberty, NC.

Duties

Develops, manages and/or recommends plans in support of the Readiness Program. Coordinates directly with the senior officers, USASOC staff and other higher headquarters. Interfaces with G8 and USASOC Readiness experts to ensure proper resourcing of training courses. Ensures the accurate review of data, accurately forecasts status, requirements and milestone dates. Serves as the senior plans specialist in support of Army and Joint readiness reporting, transformation initiatives, the Army Campaign Plan, and Commander initiatives. Interfaces with USASOC, USSOCOM, HQDA, TRADOC, Human Resources Command (HRC), and Forces Command (FORSCOM) to develop plans, programs, and policies in support of the Command?s operational readiness. Identifies issues requiring USASOC or higher action, recommends staff Office of Primary Responsibility and tracks staff actions and submissions to ensure resolution. Manages, prepares, coordinates, distributes read ahead documents, and presents the Commanding General?s Command and Staff meetings, Commander?s Conferences, and the Chief of Staff Synchronization Meetings. Establishes long and short-term priorities, goals and objectives. Manages the annual budget and serves as an Approving/Billing Official for the Government Purchase Cards (GPCs).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Qualifications for the GS-301-11: Specialized Experience: One year of specialized experience which includes experience: 1) Assisting with the development of policies and procedures in support of the Strategic Readiness System. 2) Applying knowledge of a military command structure, missions, programs, and organizational relationships to assist in managing force readiness. 3) Contributing to the development of analytical studies involving the implementation of automated readiness, decision support and resource prioritization systems within a military command. 4) Facilitating information exchange between subordinate commands and staff action officers. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Qualifications for the GS-301-12: Specialized Experience: One year of specialized experience which includes experience: 1) Developing policies and procedures in support of the Strategic Readiness System. 2) Determining long-term and short-term readiness objectives to advise on future force readiness requirements. 3) Preparing briefings on unit status trends and readiness areas of interest for General Officers and high-level management officials. 4) Determining resolutions for complex force readiness issues. 5) Preparing reports and papers for General Officer signature. 6) Developing criteria for evaluating the effectiveness of force readiness operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
