Duties

Work includes procurement of printing contracts, data conversion services, search engines and a wide variety of information dissemination-related technological services and products which support these programs. Serves as advisor to the Office Director on procurement options available through the GPO, GSA, etc, and the regulations and requirements promulgated by the Congressional Joint Committee on Printing. Plans, organizes and supervises a team of specialists in the selection and application of appropriate problem-solving methods and techniques. Reviews and approves the substance of reports, decisions, case documents, contracts or other action documents to ensure they accurately reflect the policies and positions of the organization and the views of the agency. Integrates work so each team member contributes a portion of the analyses, facts, information, proposed actions and recommendations; ensures compatibility and consistency of interpretation, judgment, logic and application of policy by the team. Develops, implements, evaluates and improves policy, processes and procedures to monitor the effectiveness, efficiency and productivity of the program segment and organization directed.

Requirements

  • Travels to vendor facilities nationwide to conduct various contract required inspections (no more than 25%).

Qualifications

MINIMUM QUALIFICATIONS To qualify for this GS-13 Supervisory Management Analyst positionyou must have at least 52 weeks of Specialized Experience. SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position/experience is in another federal pay scale or outside of federal service) by performing duties at a level equivalent to those performed in a federal position at or above GS-12. SPECIALIZED EXPERIENCE is work that primarily consists of providing a variety of analytical, consultative and advisory services concerning procurement options related to printing contracts, data conversion services, search engines and the information dissemination services and products that support these products. If you have this experience, you must describe, in your own words, the duties you perform that pertain to the requirements for this position. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks. Reviewers cannot assume you perform duties you don't describe. An affirmative response to the online questionnaire is not sufficient to demonstrate experience Your resume must show complete dates (month/day/year) for each position described (and if your position is or was federal, your grade at the time experience was gained). Career-ladder positions described as a single position may not satisfy the requirement to demonstrate 52 weeks performing specific work at the required level. Specialized Experience must be met by the closing date of this announcement. Applicants for promotion must have at least 52 weeks at or above GS-12. Time-in-grade requirement must be met by the closing of this announcement.
