Duties

Contributes to the sustainment of a variety of agency performance management and improvement initiatives. Provides linkage between agency strategic planning and component planning to ensure the agency's strategic direction is aligned with policy and legislative insights and planning and implementation procedures on an operational and technical basis. Provides performance data and analysis information to supervisor, senior analysts and partners inside the agency to set priorities, influence future plans and support decisions regarding resource allocations. Assists in research, analysis, planning, development, assessment and accountability activities necessary to build and implement agency performance management framework Provides guidance, coordinates development and ensures completion of strategic documents, performance measurements and ad-hoc reports in preparing for or conducting data-driven reviews to assess progress and actively manage to desired outcomes. Performs a wide variety of administrative and analytical duties to improve the quality of data and information used to measure and assess the performance of agencies and their programs. Collaborates with a variety of offices on the analysis, assessment, planning and reporting of shared efforts, such as budget justification, risk management, SSA program evaluation and other performance-related activities.

Requirements

  • This position is not authorized to be filled virtually or through outstationing. The Official Duty Station (ODS) for this position is SSA-HQ, Woodlawn, Maryland. You must reside within a 2-hour commute to this ODS.
  • Relocation expenses will not be paid; salary will be set in accordance with locality pay provisions.
  • Position is on a full-time, flex-time schedule; Alternate Work Schedules (AWS).
  • Telework may be authorized after all conditions for telework have been met.
  • Your SSA-45 must show your permanent (and temporary, if applicable) duty assignment (DC Level, Office level and duty location) to demonstrate eligibility under the Area of Consideration provision.

Qualifications

MINIMUM QUALIFICATIONS To qualify for this GS-13 Program Analyst (Performance Analyst) position you must demonstrate at least 52 weeks of Specialized Experience. SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position or experience is in another federal pay scale or outside of federal service) by performing duties at a level equivalent to those performed at the federal GS-12 level. SPECIALIZED EXPERIENCE is work that primarily consists of analytical support in one or more of the following areas: organizational performance management, administrative management, resource management, training management, financial or budget management or organization policies and procedures. If you have this experience, you must describe, in your own words, the duties you perform that pertain to the requirements for this position. Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks. Reviewers cannot assume you perform duties you don't describe. Specialized Experience must be met by the closing date of this announcement. SAMPLE DUTIES THAT DEMONSTRATE SPECIALIZED EXPERIENCE INCLUDE: (1) independently performing analytical duties to assist an office or component in achieving its overall workload goals; (2) participating in studies of organizational productivity and suggesting changes to increase efficiency (such as in staffing, work methods or procedures); (3) independently applying investigative and fact-finding techniques to locate and consolidate information for management; (4) independently performing operational or program performance data reviews to identify pertinent issues and to make recommendations for improvements; (5) independently researching business practices for adaptation to agency or office-level operations; (6) independently analyzing legislation or regulations to determine impact on performance management criteria; (7) independently identifying and recommending the need for new or modified administrative policies, procedures, goals, or objectives; and (8) independently using advanced software programs to input, store, track and retrieve information or to compose and send office-level correspondence. Applicants for promotion must have at least 52 weeks at GS-12. Time-in-grade must be met by the closing date of this announcement.
