Qualifications
MINIMUM QUALIFICATIONS
To qualify for this GS-13 Program Analyst (Performance Analyst) position you must demonstrate at least 52 weeks of Specialized Experience.
SPECIALIZED EXPERIENCE must have been gained in a federal position at or above GS-12 OR (if your position or experience is in another federal pay scale or outside of federal service) by performing duties at a level equivalent to those performed at the federal GS-12 level.
SPECIALIZED EXPERIENCE is work that primarily consists of analytical support in one or more of the following areas: organizational performance management, administrative management, resource management, training management, financial or budget management or organization policies and procedures.
If you have this experience, you must describe, in your own words, the duties you perform that pertain to the requirements for this position.
Since Specialized Experience also has a time component, it must be evident that the duties you describe are at the required level for at least 52 weeks.
Reviewers cannot assume you perform duties you don't describe.
An affirmative response to the online questionnaire is not sufficient to demonstrate experience
Your resume must show complete dates (month/day/year) for each position described (and if your position is or was federal, your grade at the time experience was gained). Resumes that don't include this information may not satisfy the requirement to demonstrate 52 weeks performing specific work at the required level.
Your resume must show your permanent duty assignment (DC Level, Office level and duty location) and, if applicable, your temporary duty assignment (DC Level, Office level and duty location) to demonstrate eligibility under the Area of Consideration provision.
If your experience includes a federal career-ladder position and part of that position is being used to meet Minimum Qualifications, separate that portion of your experience (e.g., duties performed as a GS-12) so your qualifying experience (e.g., required grade, dates and duties) is clearly evident. Career-ladder positions described as a single position may not satisfy the requirement to demonstrate 52 weeks performing specific work at the required level.
Specialized Experience must be met by the closing date of this announcement.
SAMPLE DUTIES THAT DEMONSTRATE SPECIALIZED EXPERIENCE INCLUDE:
(1) independently performing analytical duties to assist an office or component in achieving its overall workload goals;

Applicants for promotion must have at least 52 weeks at GS-12.
Time-in-grade must be met by the closing date of this announcement.
