You will serve as a SUPERVISORY ENGINEERING TECHNICIAN in the Test Engineering Division (Code 246) for the Chief Engineer (Code 240), Engineering and Planning Department (Code 200) of NORFOLK NAVAL SHIPYARD.
Duties
You will perform advance technical planning, preparation, and coordination and execution, through in depth knowledge of testing and evaluation in engineering, for a comprehensive test program.
You will manage and monitor of program, including resolutions of major problems and anticipation beyond technical efforts to examine other issues, giving consideration to such matters as cost, user acceptance, and productive solutions.
You will evaluate and respond to changes in schedules, or provide rationale as to the validity of such changes.
You will act as technical expert and authoritative source for major decisions regarding availability planning.
You will provide direction and guidance with respect to ships conditions, ships Safety and plant conditions.
You will provide overall direction of interfaces and maintains control of nuclear and Combat systems interface issues and requirements.
You will develop unique system turnover procedures and assume responsibility for Systems under shipyard operational control.
You will ensure safety in granting permission to perform work.
You will plan the work to be accomplished by subordinates and establish priorities and timetables.
You will direct program based on labor, resources and operational needs.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience managing, coordinating, reviewing and providing expert technical/engineering advice in details of construction and operation of complex shipboard systems.
Experience responding to the complete spectrum of technical systems alterations, procedural and administrative changes, and sufficient skills to apply knowledge to resolve novel and/or obscure engineering, technical and/or programmatic problems.
Experience with component/system testing, work authorization, tagout and test program management
Experience in the technical direction of HM&E test programs, work control testing of nuclear vessels, or, prior experience as ACTE on two nuclear vessel availabilities.
Experience utilizing training principles, techniques, and practices of mechanical, structural and electrical engineering, related to testing and evaluation of ships systems;
Experience developing test sequences and schedules to ensure efficient and safe interface systems operations;
Experience identifying and providing developmental training to employees for subordinates to technical and administrative subjects;
Experience planning work to be accomplished by subordinates, establishing priorities and timelines.
