You will serve as a FINANCIAL MANAGEMENT ANALYST in the CNRH COMPTROLLER office of COMMANDER NAVY REGION HAWAII.

Duties

You will coordinate Inter-Service Support Agreements (ISSA) preparation to facilitate collection of money owed for services provided. You will review financial memos or agreements (e.g., Memoranda of Agreement, Memoranda of Understanding, Interservice Support Agreements) for compliance with regulations. You will monitor the reimbursable process (e.g., authorization, reimbursable earned, collections) to ensure accurate recording. You will use the Standard Accounting, Budgeting and Reporting System (SABRS) or similar system to oversee financial accounts, distribute authority, and draft authorization memorandums. You will analyze and review financial reports to regulate funding levels throughout the year. You will facilitate meetings with managers to discuss organization and inter-organization financial policies and procedures.

• This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) interpret financial regulations and policies; 2) develop internal operating procedures; 3) provide financial advice and guidance to external customers; 4) perform financial reporting and auditing; and 5) provide training.
