You will serve as a PROGRAM MANAGER in the Naval Facilities Engineering Systems Command (NAVFAC), Pacific, within the Contingency Engineering (CE) Business Line, an Echelon III command of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will plan, organize, and oversee efforts and projects that are aimed at achieving and improving the quality, effectiveness, and timeliness of CE program accomplishments. You will serve as a senior advisor to management and executive leadership on developing and implementing strategic plans in support of achieving the program objectives. You will formulate, interpret, and communicate long-range and short-term goals, principles, policies, and objectives for delegated services and programs in support of contingency operations. You will develop and test new systems, models, and reporting formats for program accomplishment. You will identifying program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishments sufficient to plan, implement, and evaluate programs.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SW223.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • A Cost-of-Living-Allowance (COLA) of 9.28% will be added to the stated salary.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing professional project planning, programming and technical advice for contingency engineering projects or programs; 2) Reviewing scopes of work (SOW) and cost estimates (CE) to ensure customer requirements are met; 3) Planning, coordinating design requirements, and evaluating a variety of construction projects and service contracts for various locations; and 4) Executing project management to provide quality and compliant plans, designs, and specifications.
