You will serve as a Supervisor Information Technology Specialist (PLCYPLN) at the GG-14 grade level in charge of planning, organizing, coordinating, directing and managing the division's civilian and military personnel and a full range of division functions with an emphasis on the efficient and effective application of information technology principles, concepts, and methods.

Duties

You will coordinate the division operations and plan, organize and direct the work of the division. You will direct the formulation and evaluation of the division's program goals and objectives. You will be responsible for the coordination and development of IT Strategic/Operational planning documents in support of department/directorate goals and objectives. You will determine organizational structure, budgetary and personnel requirements. You will provide input into the information technology (IT) budget management process including formulation, execution, and other administrative support. You will manage information technology (IT) procurement and contracting processes and procedures. You will support the life cycle replacement of systems and capitol equipment replacement programs (CERP). You will monitor systems and resources performance and collect metrics data for research and analyzes for process improvement, turning and optimizing. You will develop and implement policies and procedures to carry out programs. You will review current information technology (IT) legislation, directives, regulations, and guidance and evaluate their impact on programs and services. You will ensure information technology (IT) services meet applicable requirements. You will conduct audits of information technology (IT) programs and projects, reporting analysis to senior managers orally and in writing. You will coordinate preventative and corrective maintenance processes and planning/investigating industry methods and best practices.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require a polygraph examination.
  • This position may require a 2-year DCIPS Trial Period.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area {431 - Knowledge Manager}.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-13) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: Directing the formulation and evaluation of the division's program goals and objectives. Determining organizational structure, budgetary and personnel requirements.Developing and implementing policies and procedures to carry out information technology (IT) programs. Reviewing current information technology (IT) legislation, directives, regulations, and guidance to evaluate their impact on programs and services. Conducting audits of information technology (IT) programs and projects and reporting analysis to senior leaders orally and in writing.
