The position is located in the Office of IT Services Management (OITSM), IT Support Services (ITSS). This position performs a full range of program management functions required to accomplish the IT Support Services mission. You will be essential in providing overall technical leadership and direction to the Center for Information Technology (CIT) and National Institutes of Health (NIH) community in the development and delivery of ITSS for NIH customers.
Duties
Participates in establishing and implementing goals, objectives, plans, policies, and performance measures; ensuring consistency with those established at higher levels; setting overall Service Area and customer support services priorities.
Participates in directing the continuing evaluation of the customer support services provided by the Service Area to ensure that customer requirements and management expectations are being met in a highly effective and efficient manner.
Collaborates in providing overall technical leadership and direction to the CIT and NIH community in the development and delivery of IT Support Services that meet the specialized scientific and business requirements of NIH customers.
Participates in managing efforts in providing centralized and collaborative customer support services, including software licensing and utilization, desktop and office technologies, configuration management services, mobile and video technologies.
Meets with management officials of customer organizations on a regular basis to keep abreast of program developments that may affect the nature and scope of the services provided.
Establishing work schedules; setting priorities and deadlines; establishing standards of performance and evaluating work for compliance with standards; providing technical advice and guidance as needed.
Approving leave; recommending promotions and awards; hearing and resolving employee problems and complaints; proposing disciplinary actions; and assessing training needs and ensuring needs are met.

Qualifications
To qualify for a Supervisory IT Program Manager position, you must have IT-related experience as described below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
IT-related experience must demonstrate each of the four competencies listed below:
Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
AND to qualify at the GS-14 level:
You must demonstrate in your resume at least one (1) year of qualifying specialized experience equivalent to the GS-13 level in the Federal Government performing the following types of tasks: Managing the provision of IT support services for a biomedical research organization; developing goals, objectives, and policies for the delivery of IT support services; ensuring the security of IT systems, services, and data; developing and managing program resources; and providing supervision or direction to other staff and contractors in providing IT support services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
