This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Durham VA Medical Center (VAMC). The Project Manager is a staff position responsible for overall project management and activation of facility construction and lease projects. Performs oversight and management for Architect-Engineering (A/E) Design, Construction and Lease project/contracts.

Duties

Serves as Project Manager responsible for the overall management, control, coordination and execution of assigned projects. Performs project management duties to lead VA Internal and External multi-discipline design teams and/or contracted design services in the preparation of complete design packages, and provide a full range of project management skills through the coordination of A/E services including the scheduling of medical equipment, furniture, IT equipment, materials/finishes and the VISN Activation funding process in support of the VISN 6 Major Capital Program. Coordinates with VISN and Medical Center leadership service lines and VA Central Office (VACO) departments to determine and monitor scope, budget and schedules for major construction projects. Controls and manages project milestones and budgets from planning through construction and initial operations. Prepares critical path method (CPM) schedules for complex building projects, budgeting, estimating, cost analysis and control, implementing a system for review, and reporting on project status. Key functions of the position include assisting in strategic planning: creating and maintaining statistical data for decision-making purpose; develop and monitor cost effective programs; and develop methods and tools to evaluate program activities and effectiveness. Coordinates activities, performs trending and evaluative work associated with service departments. Reviews outgoing correspondence for determination of accuracy of information, proper composition, proper format, and whether such correspondence conforms to current VA policies, Instructions and regulations, as well as the viewpoint of the supervisor. Provides advice regarding composition of correspondence and furnishes information regarding procedures, directives, and policies to services/programs that function in the medical center, as requested. Maintains confidentiality of all office matters and executes discretion in the release of all Information. Work Schedule: Monday-Friday 07:30am - 4:00pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes: providing a high degree of support to a director/manager of a complex program; managing the administrative functions and coordinating workload within a large organization; ensuring program compliance with policy and regulations; implementing process improvement initiatives; and preparing correspondence. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR SUBSTITUTION OF EDUCATION (Transcript Required) -Successfully completed a Ph.D. or equivalent doctoral degree, three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M. in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR COMBINING EDUCATION AND EXPERIENCE (Transcript Required) - Combinations of successfully completed graduate level education (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). NOTE: Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. NOTE: One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that number cannot be obtained from the school, eighteen (18) semester hours will be considered an academic year of graduate study. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Work is typically performed in an adequately lighted and climate and controlled office.
