Duties

Lead efforts in the planning, coordinating, administration, and reporting on various aspects of a complex non-material enduring capability program. Lead efforts in management of the project portfolio; reviewing proposed analysis projects; developing analysis strategies; identifying and resolving cross-functional and cross disciplinary conflicts. Identifying and implementing ways to eliminate or reduce significant bottlenecks and barriers to performance and responsiveness. Lead efforts in the management, tracking, and development of interagency agreements, Memorandums of Agreements (MOAs), and Memorandums of Understanding (MOUs) to support strategic partnerships. Develop analytical strategies and directs analyses and early development efforts to ensure business processes are followed. Evaluates research and program proposals, to assess the scientific quality and validity of ongoing research and programs and to plan future approaches and emphasis. Utilize extensive knowledge and experience in program, science and technology components are critical. Remain flexible and open to opportunities for the team to improve their workflow.

Requirements

  • This position requires the incumbent obtain and maintain a Tier 3, Secret, Non-Critical Sensitive Security Clearance.
  • Business Travel Required up to 10% of the time.

The DJ-04 pay band is equivalent to the GS-13 step 1 to GS-14 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this pay band equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the pay band will be accomplished through the pay for performance management system. In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. You will be evaluated on the basis of your level of competency in the following areas: Specialized Experience: One year of specialized experience which includes: 1. Experience analyzing data to evaluate financial processes and/or programs 2. Experience utilizing project management tools to accomplish tasks such as Microsoft Project, Plan of Action and Milestones (POA&M), Standard Operating Procedures (SOP) and/or checklists AND 3. Experience developing cost benefits, cost projections, budgetary tradeoffs, and/or fiscal strategies This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DJ-03/GS-12).
