Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information. The primary purpose of this position is to serve as a Program Analyst, for the Department of Air Force (DAF) Emergency Management (EM) program.

Duties

Applying EM subject matter expertise analyzes, develops, and evaluates issues, and develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations in the DAF EM Program. Documents planning and programming decisions in appropriate formats to meet DAF and MAJCOM requirements. Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience serving as an emergency management program analyst and capability requirements developer, experience and expertise to analyze, evaluate, and develop recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations, determines program needs, develop strategic plans, resource strategies and manages contract and noncontract activities to modernize program and career field equipment, supplies, and related products, and provides input on policy recommendations to resolve substantive program management problems to include issues of effectiveness and efficiency of capabilities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, deployment, Planning, Programing, Budgeting, and Execution (PPBS), exercise, acquisition, or similar activities. Knowledge of DOD and DAF EM Program strategies, doctrine, principles, policies, and operational concepts. Knowledge of program analysis functions including planning, programming, budgeting, procurement, logistics, and resource management. Knowledge of the DOD Acquisition System to include Joint Capabilities Integration and Development System. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in the DAF EM Program. Ability to plan, organize, communicate, advocate, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate complex issues effectively, both orally and in writing; negotiate and work through complex issues; and maintain positive and professional working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
