Duties
The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 1 AF(AFNORTH).
Plans, organizes, and directs the activities of CONR-1 AF (AFNORTH and AFSPACE), ensuring that Force Management complies with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Represents CONR-1 AF (AFNORTH and AFSPACE) with a variety of installation and functional area organizations.
Administers the Global Force Management (GFM) program for the headquarters, authoritatively applying knowledge and subject matter expertise in both reactive and strategic planning to mitigate risk and improve organizational focus.
Oversees Senior principle planner for AFNORTH Global Force Management (GFM) & Senior principle planner for Joint Operation Planning and Execution System (JOPES).

- This is a Centrally Managed Position in the Operations Career Field. PCS will be paid in accordance with JTR Vol. 2 and applicable Air Force Regulations
- Bachelor?s degree or advanced degree(s) is desired.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft
- Must exhibit a high degree of judgment, resourcefulness, originality, and the ability to foresee the impact of changing technology

- The employee is required to work other than normal duty hours, which may include evenings, weekends and/or holidays and is subject to short or no-notice recall to duty for emergency situations or exercises
- Required to obtain and maintain a Top Secret security clearance, with an Sensitive Compartmented Information (SCI) and be able to work with SECRET/NOFORN products
- Previous headquarters level adaptive and crisis action planning experience is preferred

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
"This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of orders and application of adaptive planning and the joint operational planning and execution system processes as they apply to operations planning and execution; Knowledge of plans and policy documents, as well as regional security issues and an understanding of the regional military forces capabilities and functions to develop operations orders and crisis action plans; this includes an expert knowledge of the forces and resources required to accomplish a wide variety of military operations, contingencies, and other missions. Knowledge of doctrine, adaptive planning and operational concepts with particular emphasis on authorities; and Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as war, mobilization, exercise, rescue, and long-range and contingency planning, and operational strategies and support for advanced operations course (AOC), ground and aerial operational capabilities.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of orders and application of adaptive planning and the joint operational planning and execution system processes as they apply to operations planning and execution.
Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate effectively, both orally and in writing. Knowledge of processes and applications, applications supporting all aspects of adaptive planning processes is required.
Knowledge of plans and policy documents, as well as regional security issues and an understanding of the regional military forces capabilities and functions to develop operations orders and crisis action plans; this includes an expert knowledge of the forces and resources required to accomplish a wide variety of military operations, contingencies, and other missions. Knowledge of doctrine, adaptive planning and operational concepts with particular emphasis on authorities.

Skill in designing and conducting comprehensive analysis and preparing solutions to resolve critical and substantive problems and issues of mission effectiveness and efficiency. Issues are immediate or long-term in nature, generally involve mission planning and execution.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
