About the Position:
Be an Army Civilian - Go Army! Civilian employees serve a vital role in supporting the Army mission. The Army integrates the talents and skills of its military and civilian members to form a Total Army. You will serve as an IT Specialist (PLCYPLN) of the Enterprise Business Systems - Convergence (EBS-C)/Army Human Resource Systems (AHRS) by providing Agile support services for authorized customers, both foreign, domestic, government and non-government.
Duties
Responsible for providing solution, business process and technical expertise in the design, development, and implementation of web-based new development applications.
Perform requirements and design analysis to determine feasibility of implementation and to determine optimal application approaches.
Explain the impact of internal and external strategies on the product development, maintenance, and customer base and applies that understanding to product innovation.
Researches, establishes, and implements design, development, and architectural standards across the product line, leveraging software engineering, cloud computing, data analysis and development standards ensuring compliance and continuity.
Requirements
- This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- One year trial/probationary period may be required.
- Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field Engineering and Technical Management within 60 months of entrance on duty.
- Up to 15% travel on business.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
Qualifications
Programs Mission Statement: Enterprise Business Systems - Convergence (EBS-C) is the Army's business modernization and transformation effort to simplify, streamline, standardize and unify business operations while improving auditability. The pending end-of-service life for the Army's current enterprise resource planning systems (ERPs) and the need to support increasingly complex operational requirements, provide the opportunity to converge enterprise business systems into a common, modernized platform that will more effectively enable multi-domain operations in large scale combat operations. Army Human Resource Systems (AHRS) provides installation and field commanders worldwide with essential, state-of-the-art, cost-effective and standardized, knowledge-based automation tools. These tools are essential to human resource accountability of Soldiers, inventory management of organizational clothing and individual equipment (OCIE), and technology to enable solutions for Army workforce members handling recruitment and accessions.

In order to qualify, you must meet the experience requirements described below. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: 1) Designing and leading solution or technical architecture campaigns across a portfolio of programs and/or technologies; AND 2) Experienced with evaluating and optimizing approaches to technical solutions and then communicating and directing recommended architectures and strategies to senior leadership or key stakeholders.

This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-02 (or GS-11 equivalent).
