About the Position: Located at the US Army Installation Management Command, Directorate of Public Works, Ft Moore, GA which is located 100 miles south of Atlanta, GA, and adjacent to Columbus, GA and Phenix City, AL. The geography and climate are ideal for military training. Public transportation and free parking are available.
Duties
Serve as a Senior Construction Representative with expertise in all engineering disciplines as well as acceptable industry standards required to accomplish the various trades encountered.
Interpret contract plans and specifications and determines whether construction meets contracts requirements.
Interface with the contractor's quality control supervisory staff in rendering decisions on the acceptability of material and workmanship, the employment of safety, and makes suggestions for efficient accomplishment of the work.
Maintain contract records from which pay estimates and progress reports are prepared.
Administer the Construction Safety Program by informing the contractor of requirements concerning construction safety measures and enforcing applicable safety rules and regulations.
Assist the Contracting Officer Representative (COR) on assigned construction contracts.
Brief organizational leadership and project stakeholders on the construction project's progress, delays, and schedule.
Serve as an on-site inspector for various civil, structural, architectural, and mechanical projects and day-to-day phases of construction.
Monitor construction activities from planning and design through demolition and accessioning of completed projects to ensure work is performed in full compliance with construction documents.

Specialized experience for internal candidates: One year of specialized experience which includes 1) conducting investigations of civil works and military construction sites to ensure compliance with contract plans and specifications; 2) recommending changes to plans and specifications to correct discrepancies; AND 3) Interpreting engineering and architect plans and/or specifications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Specialized experience for external candidates: One year of specialized experience which includes interpreting construction plans and specifications, inspecting materials and workmanship, and ensuring adherence to safety requirements of construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
