About the Position: The position is located at the US Army Installation Management Command, Directorate of Public Works (DPW), Fort Benning, GA. Fort Benning is located 100 miles south of Atlanta, GA, and adjacent to Columbus, GA and Phenix City, AL. The geography and climate are ideal for year round military training. Public transportation and free parking are available.

Duties

Serves as Contracting Officer?s Representative (COR) in the Department of Public Works (DPW) with responsibility for the planning, development, evaluation, oversight and payment of contract performance for municipal service contracts Prepares contract specifications and supporting technical documentation using experienced judgment and institutional knowledge. Monitors the contract from inception to conclusion, initiates corrective action on contract performance and recommends contractor penalties, contract changes or termination. Performs quality assurance surveillance on contractor?s effort, evaluates contractor's performance and interprets contractual specifications, terms and conditions for service contracts. Oversees inspection of completed services and notifies contracting officer and contractor of violations and deficiencies noted, particularly in the areas of schedule, cost and technical performance adequacy.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires the completion of a pre-employment Physical Examination to ensure the required level of physical health and ability or fitness to perform the duties of the position.

Specialized Experience for External Candidates: One year of specialized experience which includes 1) conducting field inspections of maintenance and repair service work being accomplished to document and report findings and 2) coordinating various features of engineering projects with engineers and nonprofessional engineering personnel relating to civil engineering, structural engineering, electrical engineering, fire engineering or other related engineering features of the project. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). Specialized Experience for External Candidates: One year of specialized experience which includes 1) reviewing final plans, models, and/or details for engineering/construction projects to ensure compliance; and 2) completing engineering maintenance service requests. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
