The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory generalist employees assigned staffing (recruitment and placement), position management and Employee Management Relations duties within the 30 Force Support Squadron, Civilian Personnel Flight, 30FSS/FSCA.
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time
Plans, organizes, and directs the activities of staffing, ensuring position control, recruitment and placement complies with legal and regulatory requirements and meets customer needs
Exercises supervisory personnel management responsibilities
Represents Civilian Personnel Flight on a United States Space Force launch installation
Provides recruitment and placement; customer support solutions; and position management advisory services for all United States Space Force and Tenant organizations on installation

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the NH-II (or higher) pay band, GS-11 (or higher) grade level, or equivalent in other pay systems. Examples of specialized experience include 1) Using a knowledge of, and skill in applying a wide range of staffing and recruitment laws, Executive Orders, regulations, policies, concepts, and practices sufficient to troubleshoot and resolve the most difficult and complex problems associated with providing comprehensive recruitment and placement advisory services for the agency. 2) Planning, organizing and directing the functions and staff of a small to medium sized organization. 3) Using sound theoretical knowledge and practical understanding of human resources management functions, theories, and techniques of basic relationships of the various disciplines. 4) Developing effective policies, goals, and identifying new developments or issues to successfully direct civilian personnel programs and/or policy actions. 5) Performing fact-finding, analysis, and resolutions of complex problems and developing concrete action plans to solve problems. 6) Communicating effectively orally and in writing. 7) Providing knowledge of safety and security regulations, practices, and procedures to staff.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, practices, and analytical techniques, to include the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment
Knowledge of safety and security regulations, practices, and procedures
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization
Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, position management, employee management relations and affirmative employment issues and problems
Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex position management problems
Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel to include explaining rules and procedures to employees and advising on their rights and obligations and encouraging objectivity in situations that may be charged with emotions and assumptions
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
