The primary purpose of this position is: Serve as the senior labor relations specialist at a Space Force (SF) installation, establishing and maintaining effective relationships including the use of non-traditional collaborative approaches with labor organizations that represent federal employees,
CONT UNDER DUTIES
Duties
SUMMARY CONT:
negotiating and administering labor agreements and providing guidance and consultation to management on a variety of labor relations matters.
DUTIES:
Exercises supervisory personnel management responsibilities at least 25% of the time.
As the senior labor relations specialist at an AF installation, oversees, carries out, and advises management on the local labor relations program.
Negotiates labor agreements between management and labor organizations.
Serves as technical advisor and management representative involving third party proceedings, for example, before quasi-judicial boards and commissions.
Performs the full range of employee relations management duties for an SF installation.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-II, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include 1. Knowledge of the full range of government personnel and labor laws rules, and regulations and policies of OPM, FLRA, MSPB, DoD, Air Force, and Space Force. 2. Knowledge of safety and security regulations, practices, and procedures. 3. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff. 4. Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, position management, employee management relations and affirmative employment issues and problems. 5. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving policy development and revision. 6. Ability to effectively communicate orally and in writing and establish and maintain effective working relationships with all levels of personnel to include explaining rules and procedures to employees and advising on their rights and obligations and encouraging objectivity in situations that may be charged with emotions and assumptions.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
