The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Civilian Personnel Flight consisting of the appropriated Fund Human Resources section and the Non-Appropriate Fund (NAF) Human Resources section.

Exercises supervisory personnel management responsible at least 25% of the time.
Directs the planning, organizing and overseeing of activities of the Civilian Personnel Flight.
Establishes, defines, and implements requirements for personnel programs to ensure operations are in line with regulatory and fiscal requirements, support goals, and mission requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management Series, 0201.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience is experience in planning, coordinating, and/or evaluating a variety of human resources services such as labor and employee relations, staffing, position management and classification for the purpose of providing analysis and recommendations to senior management officials on complex or controversial matters and supervising or leading a human resources staff providing leadership and administrative oversight.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the NH-03 or GS-13 level is required to meet the time-in-grade requirements for the NH-04, or GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. In-depth knowledge of a wide range of human resources concepts, case law, principles, practices and regulatory requirements sufficient to develop polices and guidance, perform detailed analyses and advise senior managers on related policy.
2. Knowledge of analytical and evaluate methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
3. Knowledge and understanding of complex federal Human Resources Management functions, theories and techniques and their relation to the various HR disciplines.
4. Knowledge of research methods, information gathering techniques, and analytical techniques sufficient to locate, interpret and analyze for policy development and revision.
5. Knowledge of personnel safely, security and management, EEO regulations, procedures and practices, and Merit System principles.
6. Ability to plan, organize and direct the functions and mentor, motivate, and appraise the staff. Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
