About the Position: Serves as team lead and Contracting Officer providing advice, guidance and expertise to the Chief of Contracting, and is responsible for executing assigned acquisition programs with limited execution signature authority. This position is in the Contracting Division, West Region Branch located in downtown Los Angeles, California.

Duties
Serves as team lead and Contracting Officer providing advice, guidance and expertise to the Chief of Contracting, responsible for executing assigned acquisition programs with limited execution signature authority.
Assists the Chief of Contracting in the procurement of Construction, Services, A/E Services, and Supply vehicles in support of regional Department of Veteran’s Affairs, as well as Customs and Border Patrol requirements.
Serves as Team Leader to individuals who are engaged in performing professional, technical, or administrative work.
The primary function of the team is to award contracts of a highly specialized and complex nature, with monetary value at times reaching $500 million, and to administer these contracts from cradle to grave.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Requires the possession of or the ability to obtain and maintain a $100M Contracting Officer's Warrant.

In order to qualify, you must meet the education and experience requirements described below. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) serving as a contracting officer preparing acquisition strategies and necessary justifications, determinations and/or findings; 2) using negotiation techniques to negotiate price, terms and conditions of contracts; 3) leading or mentoring teams and lower-graded staff members; and 4) providing technical guidance to staff and other stakeholders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
