About the Position: This position is with Contracting Division, National Contracting Organization, Office of the Chief located in downtown Los Angeles, California. Relocation incentive may be authorized if in the best interest of the Government.

Duties

Serves as Chief, Contracting Division, and Senior Contracting Advisor to the District Commander and DPM, responsible for acquiring all necessary contract requirements in support of the Los Angeles District's mission. The incumbent serves as the principal procurement official and primary contracting officer vested with an unlimited monetary authority to contract for supplies, services, including construction and architect-engineer, utilities, and agreement . Procurement is via any authorized contracting methods using all manner of fixed price or cost reimbursement type contracts on behalf of the United States. Serves as Contracting Officer on all significant (high dollar, complex or special interest) contracts. Exercises full breadth of authority through participation in acquisition planning, contract formation, partnering, administration, resolution of disputes, and claims by means of issuing Contracting Officer Decisions (COD'S).

  • A valid state's drivers license is required and must be maintained.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Professional certification within 24 months as of entrance on duty.

Basic Requirement for Supervisory Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution. OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes serving as a supervisory contracting specialist responsible for all phases of the acquisition process; analyzing contracting policy for proper implementation; applying a knowledge of business and industry practices in order to design and implement a standard and consistent process for reviewing pre/post award contracting actions and monitoring procurement systems for content and accuracy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Contract Performance ManagementInitiation of WorkOral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14).
