This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as team lead and Contracting Officer providing advice, guidance and expertise to Chief of Contracting, San Francisco Contracting Division.
Duties
Serve as a senior advisor to the Chief, Contracting Division, the SCO, and other key officials in all aspects of contracting.
Award contracts of a highly specialized and complex environmental nature, with high monetary value of $100 million, and to administer these contracts from cradle to grave.
Serve as advisor on contracting technical matters, such as determinations regarding the most appropriate method to assure proper contract performance.
Advise the Chief, Contracting Division, on the personnel resources to be devoted to particular programs (e.g., Commercial Activities), or to individual functions (e.g., contracting or contract administration).
Oversee, and may participate in, negotiations for contract modifications for work outside the scope of the contract.
Oversee the processing of contract claims and disputes arising under the Contract Disputes Act.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is an Army Acquisition, Logistics and Technology Workforce position; the employee must meet DoD 5000.52-M requirements applicable to the duties of the position.
- Selectees must meet position requirements for certification in the Acquisition Career Field Contracting within 24 months of entrance on duty.
- This position requires you to obtain and maintain a $50,000,000 million Contracting Officer's warrant within 12 months of employment.
- In accordance with AR 690-11, this position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Business travel is approximately 20% of the time.

Education above the high school level must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the Secretary, U.S. Department of Education. Basic Requirement for Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes preparing acquisition strategies and necessary justifications, determinations and/or findings; using negotiation techniques to negotiate price, terms and conditions of contracts; and planning and conducting post-award conferences. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
