This position is part of the Defense Security Cooperation Agency. The incumbent will be responsible for Analyzing workforce development programs for efficiency and effectiveness; conducting studies on new laws to inform leadership; collecting data to recommend improvements; partnering with stakeholders for support.
Duties
As a PROGRAM ANALYST at the GS-0343-13 some of your typical work assignments may include:
Serves as a Program Analyst, Subject Matter Expert (SME), and advisor to the Security Cooperation Workforce Development Program Manager and agency officials on all aspects of a comprehensive program designed to improve the professionalism and effectiveness of the Security Cooperation Workforce (SCW).
(HQs) directives, regulatory issuances, and or local command guidance on the Security Cooperation Workforce.
guidance pertaining to the Security Cooperation Workforce (SCW) assignments and management policies and programs.
Analyzes management information requirements to develop program or administrative reporting systems including the systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
Develops detailed plans/objectives (short- and long-range) and directs or conducts comprehensive management studies detailing with use of measurements, methods, procedures, engineered time standards, and/or benchmarking to identify problems and propose solutions to improve production efficiency.

Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Analyzing workforce development programs to evaluate program efficiency and effectiveness; conducting studies and researching new legislation to inform leadership of changes that may impact internal operations; collecting security cooperation or workforce development program data to recommend improvements to business practices; and partnering with key stakeholders to ensure security cooperation training or workforce development programs support mission requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
