About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as a Readiness Specialist within the U.S. Army Cyber Protection Brigade (USACPB) S3 Training, Readiness, and Exercises (TREX) section located at Fort Eisenhower, GA .

Duties

Assists in the coordination, collection, compilation, analytical evaluation, reporting, and maintenance of the readiness reporting programs and associated readiness data. Performs monthly in-depth analysis process of Army’s Commander’s Unit Status Report (CUSR) for subordinate units and coordinates with technical specialists to verify accuracy and resolve specific problems and recommend solutions. Provides guidance to subordinate units on readiness program operation and reporting requirements and readiness tracking and reporting processes. Develops, coordinates, provides input for briefs/pre-briefs, prepares briefing papers and oral presentations, and presents monthly readiness updates regarding critical training and readiness aspects of the organization. Provides advice on topics such as training requirements, limitations, and challenges/issues to leadership, principal staff officers and directors, and program directors. Conducts readiness assessments and inspections such as Organization Inspection Program/Staff Assisted Visits (OIP/SAVs). Assists in the development of Task Orders (TASKORDs), Operations Orders (OPORDs) and any required Fragmentary Orders (FRAGOs) for review and submits for publication upon approval from the Readiness OIC as required.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
  • This position is classified as IT access level IT-I (Privileged User) and Sensitivity Matrix for TS/SCI is Special Sensitive, Tier 5.
  • Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600- 85, Alcohol and Drug Abuse Prevention and Control Program.
  • Required to successfully complete an initial and periodic Counter-Intelligence-scope Polygraph (CIPoly) examination with No Deception Indicated (NDI).
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • this position may entail alternative work schedules (AWS) such as variable or MAXIFLEX, including extended shifts (12 hours); 24/7 rotating shifts, nights, weekends, and/or and holidays as required.
  • The employee is subject to recall for urgent situations; and/or working extended overtime in response to surge situations.
  • Temporary duty travel (TDY) may be required up to 20% annually and be CONUS or OCONUS.
  • May be required to carry a cellular telephone/Portable Electronic Device (PED) and maintain a working personal telephone at all times.
  • May be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays. Call back and emergency duty are regular requirements of this position.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Data Analytics, Operations Research, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized experience would be demonstrated by analyzing readiness data through coordination, collection, and compilation of data to determine organization readiness needs; maintaining readiness reporting systems such as Defense Readiness Reporting System (DRRS) or Army's Commander's Unit Status Report (CUSR); and assisting with readiness assessments and inspections. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GG-12 grade, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
