About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Joint Forces Headquarters-Cyber, Fort Eisenhower, GA.
This position will be filled on a permanent basis.
Duties
Serve as Cyber Tactical Operation Center mission manager, technical lead, and administrator of offensive cyberspace operations within the Army Cyber Command Joint Force Headquarters-Cyber (ARCYBER JFHQ-C).
Provide technical liaison support between the ARCYBER JFHQ-C, US Cyber Command (USCYBERCOM), the Joint Cyber Product Group (JCPG) and other service component operational headquarters.
Serve as a command exploitation analyst (EA) that carries out network reconnaissance and vulnerability analyses and planning efforts for other systems.
Provide mission management and technical advisory support to JFHQ-C in the conduct of cyber network operations in any Geographic Combatant Command area of responsibility.
Advise and oversee operational security methods, strategies, and techniques of courses of action.
Comply with legal and regulatory policies and procedures required for targeting, collection, processing, and retention of data.
Review, ensure quality control, continuity of testing, documentation, distribution of guidance and approve tactics, techniques, and procedures (TTPs).
Subject matter expert in signal intelligence (SIGINT) policy, intelligence oversight practices, and all elements of tactical SIGINT tasking, collection, processing, exploitation, and dissemination processes and activities.
Conduct SIGINT and computer network exploitation (CNE) in support of Cyberspace Operations (CO) plans and strategies for the control and application of cyber capabilities.
Assist with integrating CO capabilities into operations, exercise, design, integration, and synchronization of cyber related effects.
Present information both written and orally on computer network topology and telecommunications architecture, their components, concepts, associated protocols, and theories of network communications.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 25% of the time.
- Incumbent is subject to call back and irregular duty hours, as required.
- May be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
- Must be physically able to deploy worldwide on expeditionary SIGINT operations in combatant command areas of operation or permissive environments.
- Must be able to deploy to gain personal experience with sensitive equipment and advise forward deployed SIGINT forces in order to refine training and plans.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by integrating/Synchronizing operational capabilities from across the cyber domain to increase quality and efficiency of Cyberspace Operations; performing network reconnaissance and vulnerability analysis to identify network strengths and vulnerabilities to plan/conduct cyberspace operations; providing all source analysis and review of current Tactics, Techniques and Procedures to develop new methods, approaches and procedures to conduct Cyberspace Operations (i.e. Signals Intelligence, Computer Network Exploitation, Cyber Net Operations and Cyber Warfare); coordinating efforts of computer network operators, network analysts, capability developers, and other technical leads to develop plans and procedures necessary to meet Cyberspace Operations mission requirements.
