About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Cyber Command at Fort Eisenhower, Georgia.

Duties

Helps to match previously approved requirements and those in development to enable ARCYBER and Joint Force Headquarters Cyber to ensure requirements are synchronized and will realize strategic future cyber force mission needs. Ensures that development efforts, experimentation, studies and modeling, and simulation, supports emerging new requirements. Negotiates effectively with senior-level management to obtain resolution and achieve implementation of initiatives. Researches new technology, analyzes and determines the long-range impact of new concepts, new systems, and new organizations. Develops modernization strategies to ensure capability gaps are recognized and solutions resourced.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Must obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (TS-SCI).
• Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
• Must pass an initial and periodic urinalysis screening for illegal drug use.
• Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military Affairs Desk Officer (MADO) Security In-Processing (SIP) process.]
• Requires approximately 25% TDY.
• May be required to work flexible work schedule to include weekend and holidays.
• Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.

Specialized experience would be demonstrated by (1) Overseeing strategic cyber force mission needs; (2) identifying and addressing issues to ensure resolution and achieve implementation of initiatives; (3) assessing timely staffing of Initial Capability Documents (ICDs), Capability Development Documents (CDDs) and Capability Production Documents (CPDs); and (4) providing tactical expertise used by various criminal and terrorist organizations to provide solutions.
