You will serve as a INSTRUCTIONAL SYSTEMS SPECIALIST in the Training Command (TRNGCMD) of TRAINING AND EDUCATION COMMAND.

Duties

You will serve as the Learning Assessments Director (Instructional Systems Specialist), Learning Assessments Section, G-7 Learning, Training Command, Quantico, Virginia working directly for the Assistant Chief of Staff G-7. You will be responsible for leading the help-desk support, coaching, and advising effort for learning assessment practice in formal schools. You will coordinate research and development activities in formal schools, integrating new learning assessment practices and tools. You will review and provide feedback to formal schools, collaborating with adjacent Learning Assessments Section and Marine Corps Center for Learning and Faculty Development as well as external stakeholders. You will confirm validity and reliability of quantitative test items based on statistical analysis across class iterations. You will recommend changes to existing learning assessment capabilities to appropriate points of contact through formal school leaders. You will plan, coordinate, and lead learning assessments development related projects.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

FOR GS-13 GRADE LEVEL In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising stakeholders regarding learning assessments related to science and technology, identifying complex issues associated with problems impacting learning assessments development, integration AND recommending changes to existing learning assessment capabilities. FOR GS-12 GRADE LEVEL In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Assisting with advising stakeholders regarding learning assessments related to science and technology, identifying complex issues associated with problems impacting learning assessments development, integration AND recommending changes to existing learning assessment capabilities. Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess -

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
