About the Position: This position is located at the Department of Defense Education Activity (DoDEA) Headquarters, Education Directorate Technology and Innovation Division Instructional Branch, in Quantico, Virginia.

Duties

Assigning work to subordinates based on priorities, assuring selective consideration of the difficulty and requirements of assignments, and capabilities of employees. Providing technical oversight as the Instructional Design program's key K-12 education specialist in instructional technology, including curriculum design, instructional systems, and instructor training. Developing performance standards and evaluating work performance of subordinates; overseeing the development and achievement of these goals and performance standards with Headquarters, Virtual School, and instructional design staff. Monitoring, assessing, and evaluating the implementation of K-12 Virtual School courseware in collaboration with school level administrators, curriculum liaisons, instructional systems specialists, instructional designers, and field leaders. Leading the design of K-12 online curriculum, instruction, and assessment materials using knowledge of current trends and best educational practices worldwide. Leading and supervising the Instructional Design Services Branch and identifying, project managing, and leading new initiatives and program innovations assigned to aid DoDEA in achieving system-wide curricular goals. Researching, identifying, budgeting, and procuring new technology applications, materials and equipment as they relate to delivering online learning/digital products. Developing proposals to improve the quality of K-12 education and training and to keep the Virtual School program content current. Serving as the program manager for the learning management system (LMS) that serves as the online learning environment to support K-12 virtual learning and blended learning in face-to-face classrooms, collaboration and professional development. Planning, developing, and implementing professional development for virtual school administrators and teachers.

(3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. (4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. OR (5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience above school level which includes: monitoring, assessing, and evaluating the implementation of K-12 Virtual School courseware; leading the design of K-12 online curriculum, instruction, and assessment materials; directing the design, review, and implementation of K-12 instructional design professional development products; researching, identifying, budgeting, and procuring new technology for online learning, planning, developing, and implementing professional development for virtual school administrators and teachers; and overseeing the development and achievement of assigned staff's performance standards.
