Duties

You will function as the Manpower, Personnel, and Training Specialist (MPT). You will contribute to the development and improvement of instructional work processes and policies that shape how members of the program team manage assigned projects and programs. You will provide technical expertise, strategic guidance, and management required for weapons systems/equipment to meet the manpower, personnel, and training needs of Marine Corps' operators and maintainers. You will coordinate with other branches, divisions, and directorates for input from training requirements and functional training programs. You will evaluate and apply actions/activities necessary to prepare the program for successful independent logistics assessments and technical reviews. You will analyze and evaluate required training strategies in accordance with long-range plans, and reviews and recommend revisions to contracts. You will prepare, reviews, and approve major reports, policies, policy changes, and develop, coordinate, and present convincing oral/written presentations. You will participate in the preparation of the Statement of Work (SOW) which is a narrative description of a project's work requirement. You will participate in the preparation of the Statement of Objectives (SOO) which establish high-level outcomes and objectives of a training program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or NH-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: defense acquisition policies and procedures, accepted instructional systems design and development practice/ processes, as well as Marine Corps policies and processes to provide manpower, personnel, and training (MPT) focused human systems integration (HSI) planning and recommendations to the Program management team (PMT). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:

Successful completion of a bachelor's (or higher) that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

  1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
  2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
  3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
  4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
  5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
